Hutchinson memo to D/ICS, same subject, 6 June 1988 1. The referenced memorandum contained, inter alia, a request?from SE0 for ICS/CCISCMO assistance in developing data concerning the various security standards applicable to personnel, physical, and technical security. 2. On 7 June 1988 a meeting was held to discuss SEO's request. Those attending were: Lieutenant General Edward J. Heinz, D/ICS H. F. Hutchinson, D/SE0 Richard S. Agreement was reached that will involve CCISCMO in collecting and reviewing the standards used by each of the agencies responsible for aspects of overseas diplomatic security, i.e., State, CIA, NSA, and DIA. SUBJECT: Security Standards Task Force will secure from the agencies policy memoranda and regulations implementing security standards overseas, as well as other relevant materials that may be available. 3. CCISCMO will review the information generated from the above agencies to identify significant issues that may be of interest to SEC. CCISCMO will also draw, as necessary, distinctions between the various policies where substantial inconsistencies or contradictions could have an impact on US national security concerns of interest to SEO. 4. CCISCMO's assistance will not entail evaluation of the standards, policies implementing them or the effectiveness of agencies in meeting standards. Responsibility for evaluating standards, recommending new standards, or changing existing standards, as well as evaluating the effectiveness of agencies in meeting standards, are all within SEC's primary responsibility. As you are aware, one of my most pressing concerns is to determine what minimum standards have been set for all aspects of personnel, physical, and technical security in overseas missions. I had envisioned utilizing senior retirees, currently cleared, interested in working on a 120-day task force to review these security standards. This task force would have been supplemented by currently serving officers, senior or junior, who would work on this endeavor with the annuitants. Despite the usual calls, parish visits to NSA, CIA, FBI, State and DOD, and numerous interviews, I have been unable to come up with sufficient numbers of qualified annuitants to forWa viable task force. The pool of retiree talent has been hired by the Beltway Bandits or is on contract to government agencies. 2. I have discussed this situation with the DCI and DDCI and pointed out that my only option is to ask the IC Staff to help me with the project through the committee and interagency group structures. They agreed to this course of action. I therefore request your assistance. Could we ask the Director of CCISCMO to task the agencies, committees and interagency groups to assemble copies of the minimum standards established for all aspects of personnel, physical, and technical security? Also, to assemble copies of the security standards each agency applies to personnel, physical, and technical security at overseas missions? Then the following questions would need to be addressed: o Who is responsible for setting what kind of standards? ? Do statutes, executive orders, NSCIDs or DCIDs establish responsibility for these standards? ?
