SUBJECT: Request for Briefing on Personnel Security

1. On 27 September and 3 October I spoke with Glenn Fry,
Investigator (Minority Staff/Senator Nunn) Permanent
Subcommittee on Investigations, Committee on Governmental
Affairs.
2. He is conducting an "inquiry" in anticipation of
public hearings on personnel security in the Federal
government. He would like to have an informal discussion
(not a formal briefing) on personnel security. Another
Subcommittee Investigator, Fred Asselin, would also take
part in the discussion.
3. Fry prefers unclassified information, even though
they are cleared for TOP SECRET, because this is leading to
an open hearing.
He is interested in personnel security operations in the
Intelligence Community generally, and in CIA in particular.
He wants to discuss background investigations, the process
of adjudicating the findings, how access and "need to know"
are managed, the use of polygraph and psychological testing.
The information will be used to compare how different
Federal agencies conduct personnel security operations.
Community Staff, will participate and check whether partici-
pation by a representative from the Office of Security is

Dear Mr. Briggs:
The Minority staff of the Permanent Subcommittee on Investigations
is conducting. a preliminary inquiry concerning the efficiency and
effectiveness of the Government's personnel security program. In this
regard, the Subcommittee staff will be examining the policies and
procedures used by the Executive Branch agencies in their background
investigations, their adjudication operations, as well as their ability
to monitor personnel who have security clearances.
It is our understanding that the Central Intelligence Agency,
unlike most of the Executive Branch agencies, does not utilize the
services of the Defense Investigative Service or the Office of Personnel
Management in its personnel security operations. Therefore, it is
requested that members of the Minority staff meet with the appropriate
.offic.ials at the CIA to discuss the Agency's personnel security
operations. Your cooperation in this matter will be greatly
appreciated. For further information regarding this request, you may
