Meason, has invited you to address the Council on Thursday afternoon, December 1st at the State Department. The suggested format is 30 minutes of remarks on the role of the Intelligence Community in foreign policy formulation, the problems encountered with Congress in the intelligence area, and the impact of rapid technological innovation on intelligence gathering capabilities followed by 30 minutes of questions and answers. The program will be on a non-attribution basis. However, ABC Moscow Bureau Chief, Walt Rodgers, will moderate the morning panel and will attend the afternoon session. You could expect an audience of approximately 60 current and former non-career US Ambassadors. (See list of members opposite.) The program will cover two basic issues: the foreign policy transition (morning session) and aspects of Reagan Administration foreign and national security policy (afternoon session). As of this date Robert McFarlane and Deputy Secretary of Defense William Taft have agreed to speak to the ambassadors during the afternoon program. The Council is waiting to hear from Secretary George Shultz, General Colin Powell, and Vice Chairman Joint Chiefs of Staff General Robert Herres. The morning panelists for the transition program will remain undetermined until after the election. President of the Center for Strategic and International Studies, Ambassador David Abshire will give the luncheon address. The Council, a bi-partisan organization, sponsors semi-annual meetings on international affairs issues. Speakers in previous years have included Vice President Bush, Dr. Henry Kissinger, Secretary-General Perez de Cuellar, and William Colby. Bill Casey hosted the ambassadors in 1986 at the Agency's Headquarters Building and addressed the Council along with several NIO's. Given the strong emphasis on transition issues and since you plan to be in New York on the evening of the 1st -- this would make a tight commute -- I recommend that you decline this invitation.
