Media
Professor Stuart Nagel from the University of Illinois has proposed a
special edition of the Policy Studies Review on intelligence, and is
seeking Agency funding. The Public Affairs office will be meeting with
the Office of Training and Education to decide whether we should support
such a project.

-- The Directors of the Office of European Analysis (EURA) and SOVA attended
a Senior Arms Control Group meeting on conventional arms control. The
Office of the Secretary of Defense and the Joint Chiefs of Staff expressed
concern over the low level at which decisions are being made. General
Powell was concerned that Gorbachev would trump us with a proposal to
which we have no credible response.
-- At the FBI's request, the Office of Scientific and Weapons Research (OSWR)
briefed senior industrial security representatives in Los Angeles on
Soviet technology acquisition efforts.

-- The Office of Logistics has completed moving the DI's Office of Scientific
and Weapons Research from the Original Headquarters Building to the New
Headquarters Building.
-- The Office of Security conducted a successful test of the Security
Information Management System (SIMS) name check interface with the FBI,
paving the way for full operational capability on 6 September.
-- The Office of Training and Education signed an agreement with the FBI to
exchange foreign language testing services and test instruments. The
agreement will save both organizations thousands of dollars in test
development costs and help prevent duplication of effort.

SUBJECT: Weekly Report
Conference Report on FY '89 Intelligence Authorization
Bill. This week the report of the conferees on the FY '89
authorization bill became available to us. There were no
surprises insofar as legislative items were concerned: the
conferees essentially adopted each side's proposals. The
unclassified portion of the report contains major new reporting
requirements for the DCI and the Secretary of Defense
concerning narcotics and counterintelligence issues. Quick
action is expected on the report when the Congress returns,
clearing the measure for Presidential action thereafter.
FY '89 Grassley Secrecy Agreement Amendment Adopted.
Despite efforts by the Agency, the Executive Branch and the
Senate Intelligence Committee staff, the conferees on the
FY '89 Treasury, Postal Service and General Government
appropriations bill adopted an FY '89 version of the "Grassley
amendment" restricting the use of secrecy agreements containing
the word "classifiable." Since passage of the FY '88 version
and the resulting litigation, the problem has been obviated vis
a vis Executive Branch agreements and the district court has
held the FY '88 version to be an unconstitutional infringement
of the President's power to protect national security.

Media Relations
This week was a relatively quiet one for CIA, with media attention focused
on the Republican convention. D/PAO and Gill Gertz, WASHINGTON TIMES,
addressed the Intelligence Issues and Challenges seminar on 16 August.
Participants of this seminar have consistently rated high PAO's presentation
of the Agency's attitude toward media relations and the view of journalists
who cover the intelligence beat. Following his presentation and question and
answer session, D/PAO spoke to seminar in Gertz's absence to provide the
Agency perspective on dealing with the media.
Executive Appearances and Invitations
Coverage of the DCI's address at Northwestern University's Kellogg School
of Management appeared in 17 different newspapers nationwide. Articles were
carried in the Chicago papers; Norfolk, Virginia; Hartford, Connecticut; and
Stockton, California to name a few. The articles emphasized the Director's
theme of "trust."
Public Relations Unit
Professor Stuart Nagel from the University of Illinois has proposed a

The Office of African and Latin American Analysis (ALA) prepared a
typescript memorandum on "Jamaica: Prospects for Manley's Electoral Comeback,"
for the National Security Council's (NSC) Latin American Director, Bob
The Office of Near Eastern and South Asian Analysis (NESA) prepared a
typescript on the Iranian dissident group, the Mujahedin-e Khalq, for the Policy
Review Group (PRG) principals and others. NESA also briefed a new Office of
Management and Budget examiner on NESA and its use of monetary resources, and the
Deputy Assistant Secretary }n clear Energy Commission, Ned Walker, on the
state of play in Lebanon. IT

1. The Office of Information Technology (OIT) completed ahead of
schedule system testing of a new version of SAFE (Support for the Analysts'
File Environment) software for the Defense Intelligence Agency. This major
delivery will enable Department of Defense analysts to access the Integrated
Data Base of Order of Battle and Automated Installation Files.

8. OL completed installing the Field Computer System at five major
Office of Communications bases. This system is a microcomputer-based
inventory control and accountable property system developed to support
logistics officers in the field.
9. OL has completed moving the Office of Scientific and Weapons Research
from the original Headquarters Building to the New Headquarters Building.
10. The Office of Finance has implemented an automated system for
processing payment of invoices from other government agencies. This system
streamlines tasks such as matching requisition and billing items and
identifying price and quantity discrepancies.
11. The Office of Security conducted a successful test of the Security
