THIS IS UNEVALUATED INFORMATION 50X1 50X1-HUM, 50X1-HUM 1., rhe management, administration and building of the entire Czech power in- dustry have been organized into .a national corporation called the Czecho- slovak Power Plants (Ceskoslovenske energeticke zavody)? located in Prague. This corporation is headed by a general manager named Kolovrat, who is an engineer and a Communist and who succeeded one /bier. The latter, an mud- neer, lwas discharged from his job and appointed to the lesser position Of chief of the technical section. 2. The following persons assist the general manager: a. A secretary, who is appointed by the Communist Party; the name of the present one is not known. b. *A security officer (referent bezpecnostni)? who is directly under the Ministry of Interior) Farsky is the security officer 3. The following sections are under the general manager, and they can be increased when necessary: 1 50X1 -HUM 50X1 -HUM a. A cadre section, thich superintends personal affairs and is 'subordinate to the Communist Party; its chief is Brustek, a Communiet. b. A technical section, headed by Ibler. e. A planning section, headed by Kopec, an engineer who is ill and probably will not return to his job. d. An economics section, headed by Brazda, an engineer who is not a moiMber of any party.. e. A research section, headed by Seeman, an engineer who is a nominal Communist. 4. Electrotransport, whose task consists of distributing, purchasing, and selling electric Power, and taking care of the network of elec- tric power. b. Energoprojekt? which works on projects for gas and electric plants throughout Czechoslovakia. c. Elektrostav, which is concerned with planning the construction of electric works and heating plants for supplying steam in the Czech lands. d. Plynostav? whose province is the building of gas wortse and installer- tions for the distribution of gas in all Czechoslovakia. 5. Three operating groups called "Glavkan are attached to the general manage- ment of the Czechoslovak Power Plants, and their chiefs are deputies of the general manager with executive power. The individual plants are sub- ordinate to these "Glavkan groups, either directly in the Czech lands or through the area managermnt in Slovakia (Oblastni reditelstvi pro Sloven- sire), in the following manners a. nGlavkan I, for the production of electricity; its chief is Ma/4nn, who is an engineer. and a member and candidate .of the Communist Party. This group supervises all large electric werks in Bohemia and Moravia. b. nGlavkan II, for the distribution of glacer and a member end candidate of supervises those plants distributing from the large power plants and then group manages small power plants. power; its chief is Reis, an ea- the Communist Party. This group supervises all gas works in Bohemia and Moravia and it directs the production and sale of gas. 6. The building, direction and management of the power industry in Slovakia are in the hands of the area management for Slovakia, which is subordinate ? to the general management of the Czechoslovak Power Plants. The organiza- tion of this area management is similar to the organization of the general management with some limitations in the number of sections and "Glavkan operating groups. The area management is headed by an area mane:Teri, Who was Bohumil Lausman until 1 January 19500 when he flee from Czechoslovakia. The following persons work for the area manager: a. "Glavka" I, for the production of electricity and the production and distribution, of' gas; its chief is Nvota, a Slovek engineer from Yugo- slavia and a Communist. Subordinate to the chief of "Glavka" I are the following enterprises: 1) Slovak Electric Works (Slovenske elektraranake vyrobne), National Corporation?utZilinae Its head is Okali, an engineer who Joined the Communist Party half a year ago. these Slovak Electric Works the following important plants are .ordinated: To sub- a) Steam turbines: (1) Bratislava, which is' being enlarged at great expense. (2) Trnava. (3) Krompachy, which is being enlarged at great expense., (4) Bandlove, which is being enlarged at great expense. (5) Kosice. (6) Peter. (7) Presov. (8) Other small works in Komarne, Kezmarok, Spisska Nova Wm,. Rove Neste nad Vaham? etc. b) Water turbines: Ilava. Ladce. Dubnica? which is being enlarged at great expense. Nitre. Jelenec near Banska Bystrica. Several other works. 2) Slovak Gas Works, National Corporation, in Bratislava. Its chief is Rostlek, an engineer and a Slovak national, who is probably a nominal Communist. ? 3) Elnktrostav, National Corporation, in Bratislava which has competence in the building of electric works in Slovakia. The head position is vacant. In the meantime, an engineer named Reich, who was excluded ? from the Communist Party, has been entrafti with this function. b. "Glavka" II, for the distribution of electric power. The chief is Somas, anl. engineer of Hungarian origin, who is nova Communist. The following corporationsare under him: 1) Western Slovakian Electric Works (Zapados/ovenske elektrarne), National Corporation,in Bratislava. The chief is a Slovak national named Zatovic, who is a Communist. National Corpoyation, in Henske Systricao The position of chief is not filled, and fn the meanwhile &leek, a Slovak engineer and a nominal Communist, is cocupying this post. 3) Eastern Slovakian Electric Works (Vychodoslovenske elektrarne), Na- tio.,n1 Corporation, in Kosice. Ito chief is Ternary, Who is a Slovak enc.i.neer? a nominal Communist 4) Elektravod? National Corporation, in Z4linp0 The position of chief Si; vacant, and Chobot, a Slovak engineer and a Communist, has been teneorari4 filling this job. 9. The pi:mittens held by the general managers and the area managers are said to be very drficult because these persons are watched by the Communist secretaries, by the security officers, and by the chiefs of the cadre sections. These latter persons a?gi app,inted by the Communist Party and ars responsible only to it. They are nmnipetent in their rule of the Czechoslovak Power Plants. 10, At Novaky? in ;he Prievidza district in central Slovakia, one of the largest and mos 6 impoitant combines (Kombinat) is being enlarged. These works are con Adored very important by the military. The cost of this project is estimated to be aye Wilton crowns, ofwhich more than two billions are designated for power faciliAes. Large chemical planta are also located in this area, and they are &ea to be expended. Recent discoveries of coal layers in this region make feasPle Vs enlargement of the coal mines. All preparatory work on roads and railroads has. already been done. 11. BetInen Rovaky and Diviacka Nova Vest, there are large shelters and storehouses the: WA hien built into the rocks for military use prior to the Munich pact. These are lo be used again for military purposes, perhaps in production. 12. In Ituzombirok and %mina near Zvolen, it is planned to build plants for supply- ing Gtearto factories. 13. The foiliting water turbine works are in the preparatory stages of construction a. Usti on the ?rave River. A dam is being built there. Machine/7 is kept in riecial storehouses near the dam Several.hundred:laborers from Poland are working at Usti, and negaiations concerning delivery of electric power to and from Poland are heir; conducted. 14. b. Indove Meat? nad Vahom, a great turbine works is being erected, co do .water turbine works is being built is ;els:aye X large water electric works at Nosice nad Vahom has been planned. Con- Etruction was to start in 1953, but in 1949 it was decided to advance the construction date by starting the dam. Instead of au estimated 80,000,000 crowns, the sum of 180,000,000 crowns is tO be used for this prrpose in 1950, and youth labor brigades are to be employed there. 11 of the above-described construction was included in the Five Year Plan. The rum of 1,860,000.000 crowns was designated for the year 1950 for investments an power :Forks in Slovakia only., but this allotment was considerably reduced because of a lack of fUnds, material, and workers. It does not seen likely that the con- templated projects will be realized unless their number is greatly decreased. Until 30 November 1949, the original plan on construction of the power industry in Slovakia was only 52 percent completed, and it is not expected that it will be more than 60 percent finished by the end of that year. For that reason, a part of the amount originally allotted for power had already been given to other industries in October 1949. The following electrio plants are of great importance to the economic life of Slovakia: BratieLava? Trnava, Nandlova, 'lava, Ladce, and Dubnicap and also Kosice to a caztain degree. If these works were unable to provide power in the event of war, not only civilian life but also industry, es- pecially military production, mould be paralyzed In all of Slovakia. This is a result of the feet that the most important factories engaged in mili- tary production, such as Povazska Systrica and Dubnica? do not have their own electric works. 17. Electrification of Slcvak communities has been negleCted very much. Because - of a lack of material, only one hundred villages are electrified yearly; vil- lage cooperatives are given priority. The construction of electric works is not on a par with the great expansion occurring- in Slovak industry. 18. Frequent breaktownsmultiogfrom antiquated machinery are causing a scarcity of electricity in Czechoslovakia. This condition became worse in the winter of 1949, and it is expected to become more acute during the winter of 1950-51. During thin uinter the consumption of electricity by private users is being restricted. In order to prevent disaster, it is essential to speed up the building (77 additional electric works, and some amelioration can be expected if the twbine works in Bratislava, Krompachy, and Dubniea are completed in 1950. 19. The equiement and installations of the older electric and gas works and of the netuork distributing current and gas are all in very poor condition be- cause of lack of material. Consequently, breakdowns in power occur and, not only ecomunities, but industrial plants are without current. When the dam in Dolii.Jelenee broke down, the water turbine works were unable to produce any Wectrie power for nore than a year and a half. In case of such inter- ruptim in service, the leaders in the rower plants, especially if they are not considered reliable, are treated as saboteurs; During July and August 1949, the managers of the water turbine works in Dubnica, nava, and lades were arrested for sabotage. 20. The rue works iniSlovakia have very antiquated installations and have been neacted. The only large gas works located in Bratislava are to be modernized and filagreed. Exransion of the Kosice arts works is also planned. 21. The recent discovery of natural gas in Plavecky Ctvrtok near Malacky may In- pr :70 the gas situation, assuming that the experimental boring is successful ane a sufficient quantity of gas is found. In Slovakia, was planned. 50X1 50X1-HUM Reasons for the linited expansion of the power industry in Slovakia are as follows: a. There is a shortage of workers. Voluntary and involuntary brigades, especi- ally youth brigades are planned to remedy this situation. Morale of the workers has been undermined by the steady increase in work hoursahy lower wages, by a diminution in leisure time as a result of Sunday work with labor brigades and of politioni end other meetings, and by a shortage in clothing including shoes. For instance, lateness to work, oven when justi- fied, Is severely punished, and doctors are ordered not to recognize illness when it is not a serious one.
