OL/FMG regarding the floor panel security issue in the
NewHeadquarters Building. All are in agreement that the
floor panels need not be secured. The debate continues as
to who will make the final decision for each component
involved. OL/FMG has agreed to postpone final ainting and
carpeting until a formal answer is received.

reports that renovation of East Building is nearing

On Tuesday 25 October, SDO personnel met with OS and OIT
personnel tor further discussions concerning the Magnetic
Media Policy in an attempt to clarify the current
ambiguous policy. It was agreed that ISG personnel would
revise the current form 4261 and publish a Headquarters
notice no later than 1 January 1989. SPS personnel will
henceforth, no longer require a signed form 4261 for
magnetic media lett in Agency facilities by contractor
personnel. The SPO will only need to document the 604
form that the magnetic media remained in the building.

On 26 October, HSI) personnel provided support and
guidance for a short ceremony to dedicate the statue of
William Donovan in the main lobby of the Original
Headquarters Building. Approximately 200 persons were in
attendance including the DCI, former DC1's Helms and
Colby, Mrs. Sophia Casey, and members of Mr. Donovan's
family.
The SPS Recruiting Staff interviewed 21 SPU candidates
this week, 20 of which were recommended for continued
25X1 processing.

The SPS Recruiting Staff held a recruiting presentation
in Cleveland, Ohio, 26-28 October. The presentation was

II. Critical Issues:
o Continuing departures of Escort Section WAE escorts is
creating a personnel shortage. In addition, many of our
other escorts who were full-time during the summer are
converting to a part-time schedule. The section is
adjusting to compensate for this loss, including
increased recruitment ettorts ot escorts. Currently, the
Escort Section is short 75 escorts to fulfill daily
25X1 requirements.
? Radio communications between Headquarters and the New
Building is still critical. The COTR for the project
advises that all the hardware has been installed and that
the Oscar, Victor, and OMS frequencies are operational.
There remains some work to be done on the UMS tre uency,
25X1 however, the system is functioning properly.
III. Planned Activities:
? PASS related difficulties have arisen with some badges
created for the Receptionist Section in. 1987, and
discussions are being held with CSC and MARTEC
representatives and the Receptionist Section to determine
the causes of the ditticulties, possible solutions, and
25X1 current, and future ramifications.

SFS is planning tor the establishment of authority and
jurisdiction at the various Agency facilities.
HSI) efforts on a special payroll escort system continues.
The various menus have been accomplished and are now
undergoing a test phase. Work has begun on the report
phase of the system. A Computer Science Corporation
(CSC) pro rammer has also been engaged to support this
effort.
? The SPS is preparing a proposal tor access control and
traffic management in antici ation of the opening of the
25X1 new west lot gatehouse.

O HSI) personnel will provide support and guidance for the
Intelligence Community Awards at Headquarters on 4
November. A roximately 400 individuals are expected to
attend.

25X1 OCR capability to a contractor addressing the data
entry backlog of the 4 C's system. After a subsequent visit and
further evaluation, it was decided that the direct solution to the
4-Cs problem is not a Palantir. However, there are other
applications for the device and there are plans to purchase one.
2. Systems Branch provided a STARS demonstrations to the
staffs of the NIO/FDIA and SAD/OS & SE. The NIO/FDIA is planning a
STARS like capability. The SAD briefing was provided so that SAD
can help us design a security audit system to monitor the STARS
network.

14P first meeting of the STU-III Data Usage Working Group on 1
November. This working group was established to address a wide
range of issues relevant to the use of the STU-III for data
applications.
