When you were at the Eighth Circuit Conference, you tentatively agreed to
be the keynote speaker at the joint meeting of the Arkansas Bar Association
and Arkansas Judicial Council in Hot Springs on June 9th or 10th. An interim
letter from you was sent to Judge Stroud. Both Judge Cracraft and
Judge Eisele have written you in hopes that your schedule will permit you to
be with them. Judge Eisele also included a copy of his writings on the
sentencing guidelines for your comment. I have asked to take a
look at these for you. If you wish to send letters to the two judges, interim
letters are attached for your signature.

Thank you for your letter concerning the joint meeting of the
Arkansas Bar Association and Arkansas Judicial Council in Hot Springs on
June 8th - 11th. Judge Stroud asked me to speak to your group on either
June 9th or 10th and I have tentatively put it on my calendar. As you
know, I would enjoy participating in the event. Closer to the time of
the meeting and depending on my schedule, I will be glad to discuss the
fishing trip with you.
Thank you for your good words on my speech at the Eighth Circuit. It
was nice seeing you and give my regards to Kaye. I am interested in

It was great to have the opportunity to see you in Colorado Springs and to find you
in such excellent fettle. I understand that you even won the tennis tournament, and I
have been assured that none of your opponents "threw off" in favor of the "Director."
In a more serious vein, I want to congratulate you on your excellent "opening
statement" identifying your new role and the role of the CIA in the constitutional frame
of things. It was first rate and very reassuring. One was left with the conviction that,
even in this dangerous world, it will be possible for this Nation to defend itself without
sacrifice of the rule of law. So, again, my congratulations.
When I was in Colorado Springs, John Stroud, Jr., president of the Arkansas Bar
Association, and Dennis Shackleford asked me to contact you concerning the possibility
that you might be the principle speaker at the association's next annual meeting which
will be held from Wednesday, June 8, until Saturday, June 11, 1988. This meeting will
mark the first occasion on which the Arkansas Judicial Council has met simultaneously
with the Arkansas Bar Association. Mr. Shackleford, as chairman of the "Annual Meeting
Committee" and Mr. Stroud are naturally anxious to obtain a speaker of national renown
for this important occasion. I have been advised that Judge "Buz" Arnold has already
contacted you about this matter and that you have tentatively "penciled in the date." By
this letter, I wish to second (or third) the invitation you have already received.
If you can come and if you are able to put aside a couple of extra days, Kaye and I
would very much enjoy taking you on a float-fishing trip or other Arkansas getaway of
your choice. At the very least, we want to get you back to Murray's for some catfish.

P.S. You have probably sensed how the sentencing guidelines have upset the federal
judges in this Nation. To explain, I enclose some of the letters and memoranda which I
have written on the subject. Although I recognize your current duties will probably not
permit you to get deeply into this matter, your views as a federal judge and former
director of the FBI upon this radical proposal would be most interesting.

good word before I contacted you. Judge Arnold called
me yesterday indicating he had talked with you by phone
yesterday and that you had tentatively penciled in the
date.
Next June will be the first time that the
Arkansas Bar Association and the Arkansas Judicial
Council will have met jointly, and we feel like we
should have a special speaker for this inaugural
meeting of all of the state judges and attorneys. You
are our unanimous choice to be that special speaker and
we sincerely hope that you can be our guest in Hot
Springs, Arkansas next June.
The meeting will begin on Wednesday, June 8,
1988 and end on Saturday, June 11, 1988. The morning
of Thursday, June 9th at 11 a.m. is tentatively
designated for the principal speech, but certainly it
could be changed to Friday if that was more workable
with your schedule. The meeting is held every year at
the Arlington Hotel in Hot Springs and there are
excellent golf courses and tennis courts nearby.
We sincerely hope you can accept our
invitation and I look forward to hearing from you. I
