The Director of Vanderbilt Institute for Public Policy Studies (VIPPS),
Clifford S. Russell has invited you to be this year's Public Policy Lecturer
at the Institute in late November, early December 1988, or in January 1989.
You have been asked to give an after-dinner address of about 30 minutes, with
no Q&A session, to an audience of 250-300 faculty members and concerned
citizens of Nashville. Mr. Harvey B. Sperling has written to urge you to
participate in the program.
VIPPS was founded in the 1970s by then-Chancellor Alexander Heard, to
encourage interdisciplinary policy research among Vanderbilt University's
faculty and to create a bridge between the University and the community by
providing a forum for the exchange of ideas. VIPPS's research and
administrative budget of about two million dollars is funded by approximately
25 government, foundation, and corporate organizations, as well as interested
individuals. Previous speakers have been Senator Howard Baker in 1986 and
Governor Bill Clinton in 1988. The theme of this year's VIPPS series is
"Crime and Justice in the '90s", and you are invited to speak as one who has
held the top criminal justice office in the U.S.
Since the topic to be addressed is more relevant to your previous role as
Director FBI, I recommend that you decline this invitation. If you agree, a
letter of regret is attached for your signature.

The Vanderbilt Institute for Public Policy studies, VIPPS, was founded
in the 1970s by then-Chancellor Alexander Heard with the dual mission of
encouraging interdisciplinary policy research by the university's faculty
and serving as a two-way bridge between the university and the wider
community. As part of the institute's bridging or outreach mission an
annual lecture series was inaugurated in December, 1986, by Howard Baker.
It was continued with distinction in January, 1988, by Governor Clinton of
Arkansas. (Copies of the policy papers containing their remarks are
enclosed.) I am writing to ask if you would consider becoming the third
lecturer in the series in late November/early-December, 1988, or in
January,.1989.
The principal motivation for this inquiry is the admiration all of us
at VIPPS have for your personal and professional performance in the
sensitive office you filled at the FBI. But there is also an important
sense in which your participation at this time would complement events
within VIPPS. Howard Baker spoke about the national political agenda, and
the national government has traditionally been the focus of most policy
research at places like VIPPS. Governor Clinton, speaking in the context
of a year-long seminar series on The Resurgence of State Government,
reflected on the new roles and opportunities for governors. His talk
reflected awakening interest in state policy making.
This academic year, we shall be having a seminar series on "Crime and
Justice in the '90s". You will see in the enclosed schedule that we have
confirmed the participation of some outstanding people including Vincent
O'Leary of SONY, Albany; Chief Bouza of the Minneapolis Police Department;
and Barbara Williams of Rand. Your comments, as the Public Policy
Lecturer, would provide national and even international perspective from
someone who has filled the very top criminal justice office in the land.
Because you may well want to know more about the institute and its
program, I am enclosing our most recent Annual Report, a newsletter from
last spring, and a brief program su mary. I will, of course, be pleased to

I am taking the liberty of writing a cover letter to the attached invita-
tion from the Vanderbilt Institute for Public Policy Studies (VIPPS). That
group is composed of distinguished scholars and community-oriented individ-
uals, many of whom are close personal friends. Their concerns are impor-
tant and their work is first class. I would highly recommend your partici-
pation in their program, given your availability at that time. If appro-
priate, additional private meetings with local officials/organizations
could also be arranged; for example, a luncheon or dinner with the regional
Committee on Foreign Affairs.
Obviously, Cathie and I would very much like to see you in our neighbor-
hood! University School is a few.blocks from VIPPS, and I would enjoy
guiding you through the school.
Cathie and I just returned from the Orient, including a week-long visit to
Palau. We traveled with the last American administrator who left with the
election of the first president. Palau appears to be an island paradise
laden with difficult political and social issues. We were hosted by some
wonderful islanders who introduced us to their finest local delicacy, bat
soup. It sounds as bad as it looked...and tasted!
I do hope that you and your family are well and have some time for
gatherings. I can only imagine the demands upon your time.
