115 you know the Central Intelligence Agency has received author-
ization to construct a new headquarter building in the vicinity of
Langley, Virginia. In line with our over-all objective Of eventually
consolidating all of our headquarters personnel and activities in this
area, we have proposed the immediate consolidation ofthe classified
printing facilities now serving the Agency. Inasmuch as. the Govern-
ment Printing Office-State Service printing plant located in this
Agencyls Administration Building, 2430 E Street, N. W., is now doing
a substantial part of our classified printing, it, is believed that it
will be in the best interests of the Government Printing Office, this
Agency, and the Government to transfer operating control of this plant
to ,the Agency at this time, with a view to eventuRlly merging it with
the Agency's other printing facilities.
This matter has been thoroughly investigated by the Public Printer
and this Agency and has been discussed with the staff of the Joint
Committee on Printing. This investigation has indicated that it is in
the best interests of the Government to effect this transfer. The
specific conditions which the two parties have agreed will govern all
aspects of the transfer are set forth in our letter dated November 19,
1956 to the Public Printer. The Public Printer agreed to the transfer
under these conditions in a letter dated December 5, 1956. Copies of
both of these letters are attached as Annex A and B respectively.

Accordingly, the matter of the transfer of the Government Printing
Office-State Service printing plant to the Central Intelligence Agency
under the conditions set forth in our letter of November 19,1956, to
the Public Printer is submitted for the approval of the Joint Committee
on Printing. It is planned to obtain Budget Bureau concurrence to the
necessary transfer of funds as soon as Committee approval is obtained.
The proposed transfer does not involve immediate physical relocation
of the Government Printing Office-State Service facility. Final relocation
will not take place until adequate space is available in the Langley,
Virginia, area. However, both parties have agreed that their best interests
will be served and the eventual merger facilitated by the transfer of this
facility to Agency control on January 1, 1957, or as soon thereafter as
practicable.
