Highlights
Tbis
is the first set of tabulations compiled under the new Integrated Postsecondary
Education Data System (IPEDS). The data presented in the tables are from the survey
Residence of First-Time Students, 1986.
? Of the approximately 2 million freshmen enrolled for the first time in postsecondary
education institutions in the 50 States and the District of Columbia, 86 percent
remained in their home state to attend school (table 2).
? Citizens of foreign countries (nearly 81,000) represented 2.6 percent of all first-time
students in United States postsecondary education institutions (table 3).
? Tables 1-3 contain selected summary data, by State, for all postsecondary education
institutions responding to the survey.
? Tables 4-6 show comparable data for the institutions of higher education (tradition-
ally identified as BEGIS institutions) that are accredited at the college level by an
agency recognized by the Secretary of Education.
? Foreign students are included only in tables 3 and 6.
? Tables 7 and 8 provide survey response statistics and include the outlying areas.

Residence of First-Time Students in
Postsecondary Education Institutions, Fall 1986
This report presents final data on the residence and migration of
first-time students enrolled in postsecondary education institutions in the
United States in fall 1986. It also presents data on a subset of these
schools, the institutions of higher education which are part of the
traditional Higher Education General Information Survey (HMIS) system and
are accredited at the college level 'wan agency recognized by the
Secretary, U.S. Department of Education. Data are presented for all
undergraduate students new to the reporting institution and for all
first-time students at the graduate and first-professional levels of study.
Complete data from the survey are available on a data tape that can be
purchased by request. Abulletin analyzing same of the survey results will
be released soon. Data will include statistics on first-time freshmen
including students who graduated fram high school during the previous 12
months and who were enrolled in public and private institutions of higher
education in fall 1986.
Survey Methodology
The tabular Bursaries presented in this report are final statistics
fram the survey Residence of First-Time Students, 1986 conducted by the
Center for Education Statistics (CES) This survey was conducted for the
first time under the new Integrated Postsecondary Education Data System
(IPEDS), and data will be collected biennially hereafter.
For this survey, CES requested data on the State of residence of all
degree-seeking students enrolled for the first time at any level in 4-year
public and private, and 2-year public and private nonprofit postsecondary
education institutions in the fall of 1986. The 2-year private-for-profit
institutions in the IPEDS universe were not surveyed. The student levels
include: undergraduates (first-time freshmen, students graduating from
high school within the past 12 months, and transfer students), first-
professionals, and graduate-level students. The survey also requested the
location of the institutions' out-of-State centers if applicable.
Survey data (see survey form on next page) were edited for internal
consistency; i.e., detailed data, by State, added to the total for each
column. If the totalR were missing an the survey forms, the computer-
generated totals were used and flagged as such. Data were also checked to
ensure that the total freshmen count (column 1) wes greater than (or equal
to) the number of students who graduated from high school within the
previous 12 months (column 2).

The totals reported for first-time freshmen, first-time first-
professionals, and first-time graduate students were compared with the
totals reported on the Fall Enrollment survey, another component of IPEDS.
Discrepancies were checked with the respondents. In same cases the
discrepancies were left unresolved because the institutions were unable to
resolve the reporting differences between the surveys; thus the analyst is
cautioned in the use of these data.
The institutions were instructed to enumerate, on the survey fora,
their first-time students at the undergraduate, first-professional, and
graduate levels according to their State of residence. For example the
number of first-time, degree-seeking freshrelipihose State of residence was
Alabama was reported on row (10) and in column (1); and the number of
first-time, degree-seeking graduate students from rAlifornia was reported
on row (6) and in column (5).
The Residence of First-Time Students survey was mailed during September
1986 to 5,126 2-year and 4-year postmeaxxkulredrcation institutions.
Analysis of the returned survey forms resulted in deleting 398 institutions
from this survey universe. The institutions that were deleted had closed,
did not offer postsecondary education programs, were duplicated on the
file, or were not eligible for the residence survey. Therefore, the final
universe for the survey was 4,728 institutions (table A).

The total response rate of 72.3 percent was based on the ratio of 3,419
respondents to the final universe of 4,728 institutions (2,770 4-year and
above institutions and 1,958 2-year institutions). Detailed response rates
by State and HEGIS status are shown in Table 7. The overall response rate
for HEGIS schools was much higher (86 percent) than that of non-HEIS
schools (42 percent). Table 8 is included to show the percent of
first-time freshmen enrollment that is represented by the responding
institutions. Only two States, Colorado and Ohio, had response rates of
less than 70 percent as weighted by first-time freshmen enrollment.
Tables Explanation
Tables 1 through 3 show the residence data for all responding
postsecondary education institutions in the survey universe. Tables 4
through 6 show the same data for institutions of higher education (BEG'S
institutions). Data on foreign students are shown only in tables 3 and 6.
Data for the United States Service Schools are included with the State in
which they are located and treated similarly to the data from all other
institutions. Tables 1 through 6 are limited to the data reported by 3,368
postsecondary education institutions in the 50 States and the District of
Columbia. Caution is urged when using data in these tables because
imputations were not made for nonresponses. Students who were enrolled in
institutions in the outlying areas, and students from the outlying areas
enrolled in institutions in the 50 States and the District of Columbia, are
included in tables 7 and 8.
For the tabular summaries presented in this report, the table titles
identify the particular classification of students and the institutions
included in the table. The numbers in each column for each State
represent the following:
1. Students enrolled in State - All students enrolled in a given State
regardless of their State of residence.
2. State residents enrolled in any State - All the student residents of a
given State regardless of the State in which they are enrolled.
3. State residents enrolled in their home State - Al]. the students
enrolled in a given State who are also residents of that State.

4. Ratio of State residents enrolled in their home State to all students
enrolled in the State - Ratio of column (3) to column (1).
5. Ratio of State residents enrolled in their home State to State
residents enrolled in any State - Ratio of column (3) to column (2).
6. Migration into State - The number of students that come into a given
State from other States.
7. Migration out of State - The number of students that leave a given
State to attend college in other States
8. Net migration - The difference between the number of students that
came into a given State (column 6) and the number that left the same
State (column 7).
Definitions
Degree-seeking students. Students enrolled in courses for credit who are
recognized by the institution as earning credit toward a degree or formal
award. At the undergraduate level, this is intended to include students
enrolled in vocational or occupational programs.
First-professional student. A student enrolled in any of the following
degree programs:
Chiropractic (D.C. or D.C.M.)
Dentistry (D.D.S. or D.M.D.)
Medicine (M.D.)
Optometry (0.D.)
Osteopathic Medicine (D.0.)
Pharmacy (D. Phar.)
Podiatry (Pod. D. or D.P.)
Veterinary Medicine (D.I.r..M.)
Law (L.L.B. or J.D.)
Theology (M.Div. or M.H.L. or B.D.)
First-time first-professional student. A student enrolled for the first
time in a first-professional degree program. Includes first-professional
students enrolled in the fall term who entered the institution in the
prior summer term.
First-time freshman. An entering freshman who has never attended any
college. Includes students enrolled in the fall term who attended any
college for the first time in the prior summer term. Also includes
students who entered with advanced standing (college credits earned before
graduation from high school).
First-time graduate-level student. A student enrolled at the graduate
level for the first time. Includes graduate students enrolled in the fall
term who attended graduate school in the prior summer term.

First-time student. An undergraduate student attending the reporting
institution for the first time; or a student entering either a graduate or
first-professional level program for the first time.
Higher education institution. An institution accredited at the college level
by an agency recognized by the Secretary, U.S. Department of Education
(traditionally a HIS institution).
Postsecondary education institution. An institution that provides a formal
instructional program(s) whose curriculum is designed primarily for students
who have campleted the requirements for a high school diploma or its
equivalent. Included are institutions whose mission is to provide academic,
vocational, and continuing professional education and excluded are institutions
that provide only avocational and adult basic education programs.
State of residence. Aperson's permanent address as determined by such
evidence as a driver's license or voter registration. For entering freshmen,
residence maybe the legal residence of a parent or guardian.
State unknown. Status used when the reporting institution is unable to
determine from existing records the home State or State of residence of the
student.
Transfer student. An undergraduate student entering the reporting institution
for the first time but who is known to have previously attended a postsecondary
institution at the same level.
Undergraduate student. A student enrolled in a 4- or 5-year bachelor's degree
program, in an associate degree program, or in a vocational or technical
program below the baccalaureate level.
The definitions and instructions for campiling IPEDS data have
been designed to minimize comparability problems. However,
postsecondary education institutions differ widely among
themselves. As a result of these differences, comparisons of
data provided by individual institutions maybe misleading.
