PLESETSK ICBM LAUNCH TEST SITE 28, USSR
1. SIGNIFICANCE: THE SILO, INVOLVED IN THE SS-X-24 ICBM TEST
PROGRAM, IS INACCESSIBLE TO SILO LOADING EQUIPMENT. (SWN)
2. REMARKS: TWO EXCAVATIONS ARE IN FRONT AND SLIGHTLY OFF CENTER
OF THE CLOSED SILO DOOR AT LAUNCH TEST SITE (LTS) 28A. SPOIL
IS ON EITHER SIDE OF THE EXCAVATIONS. ONE TRUCK-MOUNTED CRANE
IS IN FRONT OF THE EXCAVATIONS, AND THREE SUPPORT VEHICLES ARE
ON THE SILO APRON. THIS ACTIVITY MAY HAVE BEEN IN PROGRESS ON
(SWN)
THE EXCAVATIONS ARE AT OR NEAR AN UNDERGROUND PASSAGEWAY FOR
ACCESS TO THE SILO HEADWORKS. ALTHOUGH THE PURPOSE OF THE
EXCAVATIONS IS NOT KNOWN, THE SILO IS INACCESSIBLE TO SILO
LOADING EQUIPMENT AT THIS TIME. PLESETSK LTS 28A IS ONE OF
FOUR SILOS ASSOCIATED WITH THE FLIGHT TEST PROGRAM OF THE
SS-X-24, A NEW MEDIUM SOLID ICBM. TWO SS-X-24 ICBM, BOTH
FAILURES, HAVE BEEN LAUNCHED FROM THIS SILO. (SWN)
