2. The Naj Hammadi Aluminum Plant
is apparently designed to receive aluminum oxide and
process it into finished products. Construction at the plant (Figure 2) was first observed on
of six electrolysis workshops with supporting rectifier buildings, six cryolite (aluminum oxide) silos,
one possible casting shed, bulk storage silos, and numerous support buildings. Two of the electrolysis
workshops are nearly complete; thus processing could begin as the remainder of the plant construction
continues. A personnel housing area under construction and a transformer substation are also associated
with the plant.

3. The first evidence of construction at the bulk handling facilities at the Bur Safajah Port
Facilities (Figure 3) The facilities
consist of a large bu storage ui ing w is contains compartments to handle and store bulk dry
materials and is connected to a ship offloading conveyor system. The conveyor system is composed
of four large hoppers on rails over a conveyor which transfers bulk material to the storage building.
The two truck-loading conveyors (Figure 3) are designed for use on each side of the large bulk
storage building. These truck-loading conveyors can be rrioved along the length of the storage building
for unloading selected compartments.
4. The Bur Safajah Port Facilities are 100 nautical miles east-northeast of the Naj Hammadi
Aluminum Plant. The two locations are connected by a good two-lane, hard-surfaced road. Bulk
transport semitrailers have been seen at both facilities, suggesting a probable association between
them.
