1. (S/D) SIGNIFICANCE: THE PAYLOAD HANDLING OPERATION MAY
INDICATE AN UPCOMING SS-17 ICBM LAUNCH FROM THIS SILO.
2. (S/D) REMARKS: A PROBABLE PAYLOAD-ASSOCIATED TRANSPORTER (PAT)
AND A PROBABLE PAYLOAD-ASSOCIATED CONTAINER FOR THS SS-17 ICBM
SYSTEM ARE IDENTIFIED FOR THE FIRST TIME. THE PROBABLE PAT,
THE PROBABLE PAYLOAD-ASSOCIATED CONTAINER, A TYPE IV WARHEAD
VAN, AND SEVERAL OTHER VEHICLES ARE INVOLVED IN A PAYLOAD
HANDLING OPERATION AT TYURATAM ICBM LAUNCH TEST SITE V8.
THE PROBABLE SS-17 PAT UTILIZES A ZIL-131 CHASSIS AND HAS A
THE PROBABLE PAYLOAD-ASSOCIATED

TYURATAM ICBM LAUNCH TEST SITE V8 IS A TYPE IIIH SINGLE-SILO
LAUNCH SITE FOR THE SS-17 ICBM. ONLY ONE SS-17 ICBM LAUNCH HAS
BEEN ATTEMPTED FROM THIS SILO. THE LAUNCH WAS CONDUCTED DURING
JANUARY 1982, AND THE MISSILE FAILED DURING THE EARLY STAGES OF
FLIGHT. THE FAILURE WAS INDICATED BY AN IMPACT AREA AND BURN
MARK APPROXIMATELY 600 METERS NORTH OF THE LAUNCH TEST SITE.
