This report summarizes the status of Soviet soft and hard SS-7 launchers observed on KEYHOLE photo ra by from Seventy- 25X1 eight of the 124 SS-7 soft launchers and 48 of the 66 SS-7 hard launchers were observed. New activity was observed at the soft and hard sites at Drovyanaya and Svobodnyy SSM complexes. All the soft sites at the Svobodnyy SSM Complex are now "being dismantled." Possible new dismantlement activity was also observed at the hard sites at Olovyannaya SSM Complex. (Table 1) was observed at Drovyanaya ICBM Launch Site 1 2bAl ~ renewed dismantlement activity 25X1 the roof of 25X1 been in the category of "being dismantled" is now considered "dismantled." The site had previously the control bunker had been removed and the center of both launch pads had been excavated, although not to the 20-meter diameter required by SALT specifications. The earth had been removed from the east side of the control bunker and the center silo door was open. On , two of the silo doors were open. No missiles were observed in the silos on either date. The launch site is now considered to be in a "reduced state of readiness.- 25X1 25X1 25X1 25X1 6. At Svobodnyy ICBM Launch Site 7 25X1 unusual activity was observed 25X1 A trenchlike excavation was present on the east side of 25X1 the control bunker and all three silo doors were open. When a smaller excavation 25X1 was present on the east side ot the no rol bunker and all three silo doors were open. No missiles were observed in the silos on either date. This launch site is now considered to be in a ''reduced state of readiness." 7. At Olovyannaya ICBM Launch Site 3 25X1 unusual activity was observed 25X1 The site was observed through heavy haze and the silo doors were probably open. Track activity in the snow around the control bunker indicated possible excavation activity. On partial coverage the west silo 25X1 door was open. all three 25X1 silo doors were open. No missiles were observed in the silos on any of these coverages. This launch site is now considered to be in a ''reduced state of readiness. 99 8.
