Construction of large garages, and permanent structures over 920, feet of rail
spur at Votkinsk Missile Final Assembly and Checkout Facility may provide signatures
for mobile SS-X-16 ICBM deployment. Similar structure observed along the rail lines
or near the areas depicted on the attached map should be reported 25X1
