CONSTRUCTION ACTIVITY AT ZLATOUST ROCKET ENGINE
TEST FACILITY, USSR (TSR)
(TSR) Zlatoust Rocket Engine Test Facility (RETF apparently in-
volved in the cleaning, refurbishment, and assembly of Soviet liquid-propellant, submarine-
launched ballistic missiles (SLBMs), has been undergoing an extensive expansion program
since early 1976. Construction activity has consisted of an extension to the assembly and
checkout building in the static test area, footings for an unidentified building within the
same area, an extension to the receiving and inspection building (Figure 1), and construc-
tion of a smaller building next to the inspection building.
(TSR) In the area west of the main facility, a possible assembly facility (Figure 2) has
also been under construction since early 1976. The new facility will probably have a 550
meter-long service bay with at least four and probably five adjoining assembly-type

The size of the partially completed possible assembly-type building was
approximately 66 by 31 by 28 meters. Construction of another possible assembly type
building was underway with footings and some support structures in place. Each assembly
building will be rail served and linked to the test facility by existing rail lines. A smaller
building near the main structure is also under construction and
(TSR) The configuration of the possible assembly facility is similar to the assembly
area of the final assembly and test facility in the Perm Solid Motor Production Plant L
Figure 3), suggesting that Zlatoust RETF may be associated with a solid-
propellant missile system. Even though Zlatoust has long been associated with liquid-
propellant SLBMs, the expansion activities of the facility are in areas that could handle
both solid- and liquid-propellant systems.
