RESERVE EARLY WARNING STORAGE FACILITIES, USSR (S)
ABSTRACT
1. (TSR) This report is a supplement to NPIC report ouiet Regiment-Sized
Early Warning Facilities, USSR. It contains an introduction, a location map, two tables, a basic
description, and annotated photographs.

2. (TSR) The following table contains a list of the installations as they appear in the text.

3. (S) The reserve early warning (EW) storage facilities discussed in this report contain
regiment-sized concentrations of EW radars, all parked in the transit mode, in sets, and in open
storage. These radars could be used to supplement or replace damaged radars at PVO Strany Air
Warning (AW) Radar Sites and/or radars organic to the army/front units.
4. (TSR) Reserve EW storage facilities were recently identified at the following three installa-
tions in the Soviet Union: Chirchik Airfield AW Radar Facility TALL KING
Krasnoyarsk Army Barracks AL-2/TA-1
Army Barracks even regiment-sized reserve EW facilities have now
been identified in the USSR (Figure 1).
5. (TSR) A new type of EW-associated facility which contains a high concentration of EW
radars was identified in the ordnance storage area at Khabarovsk Ar-
tillery Engineering Depot DO-2. This facility differs, as explained in paragraph 10, from the

tenance/repair facilities, described in the preceding report.'
6. (TSR) Table 1 contains a listing of the numbers and types of radars observed at each of the
newly identified installations.
BASIC DESCRIPTION
7. (S/WNINTEL) Chirchik Airfield AW Radar Facility TALL KING is three nautical miles
(nm) southwest of Chirchik Airfield The facility comprises two functionally dis- 25X1
tinct areas. The unsecured TALL KING area (Figure 2) contains a TALL KING antenna, two radar
mounds, six revetments, four support sheds, and a revetted petroleum, oil, and lubricants (POL)
storage area. The secured reserve EW storage facility (Figure 3) is 0.4 nm southwest of the TALL
KING area and contains two vehicle storage buildings. Two buildings outside the secured area are
in the early stages of construction.
8. (S/WNINTEL) Krasnoyarsk Army Barracks AL-2/TA-1 (Figures 4 and 5) is on the
northern edge of Krasnoyarsk, immediately northeast of Krasnoyarsk Airfield . The 25X1
reserve EW storage facility is in a separately secured area at the north end of the installation adja-
cent to Krasnoyarsk Airfield Radar Facility It contains four vehicle storage 25X1
buildings, a quonset-type building, nine support buildings, and a POL storage area.
9. (S/WNINTEL) Mukachevo Army Barracks (Figure 6) is 1.7 nm north of Mukachevo Air-
field It contains a barracks/administration area, a reserve EW storage area, an air 25X1
traffic control company, and a training area.
10. (TSR) Khabarovsk Artillery Engineer Depot DO-2 is in the southwest sector of
Khabarovsk, immediately adjacent to Khabarovsk SAM Depot High concentra-
tions of EW radars were observed in the ordnance storage area in

the southeast sector of the depot. This area is rail served and consists of an administration/barracks
area and 43 storage buildings. Khabarovsk Artillery Engineer Depot may be a fourth type of EW-
associated facility (Figure 7). Although there are sufficient numbers and types of EW equipment
present to equip a regiment-sized EW unit, this installation differs from the previously identified
active EW regiments, reserve EW storage facilities, and EW maintenance/repair facilities. The dif-
ferences are as follows:
a. There appears to be little if any organized maintenance at this installation;
b. The equipment is not parked uniformly in sets;
c. The ordnance storage area is rail-served;
d. The equipment count has fluctuated, both in type and number, in recent sightings;
and,
e. Large numbers of other military pieces of equipment, such as artillery, mortars, and
SA-2 missiles, are observed at this installation.
11. (TSR) The ordnance storage area appears to function as some type of depot for transship-
ment and storage of EW radars and other types of military equipment. At least 30 pieces of EW
equipment were present at the storage area in October 1973. The count reached a high of 63 radars
