Sanitized Copy Approved for Release 2011/08/18: CIA-RDP78TO5698A000100010038-5 Sanitized Copy Approved for Release 2011/08/18: CIA-RDP78TO5698A000100010038-5 Top Secret RUFF Newly Constructed Towers and a New Air Warning Radar at Kapustin Yar SAM Firing Range, USSR (S) (TSR) This report summarizes the emplacement of four new towers and the identifica- tion of a new radar at the Kapustir- Yar (KY) SAM Firing Range, USSR, 25X1 25X1 (TSR) three of the four new towers were seen at the range 25X1 (Figure 1)-one in radar area B in the launch complex air warning (AW) radar facility; one at suspect SA-5 launch area 4 ; and one at suspect SA-5 launch area 5 0 2.25X1 The tower within radar area B (inset, Figure 2) was emplaced on a concrete 25X1 pad. This self-supporting tower is of a lattice framework, 25X1 wide at the base (Figure 3). Mounted atop the tower is a light-toned cylindrical object,= 25X1 A cable connects the tower with a van parked near 25X1 its base TF_1g_u_re_2T. (TSRI a fourth tower was identified, this one at suspect SA-5 launch area 3 25X1 Figures 1 and 4). The four towers appear to be identical. 25X1 (TSR) Prior to emplacement of these towers at all four locations, three support footings were observed equally spaced in a triangular pattern on the concrete pad. 25X1 (TSR) The precise function of the towers is unknown at this time. However, the deploy- ment pattern indicates that they may have one of several functions, including electronic countermeasures, radar, or data link. Similar towers will probably be emplaced at suspect SA-5 launch areas 1, 2, and 6 (Figure 1). (TSR) a new back-to-back radar was identified on a radar 25X1 mound at the launch complex AW radar facility, radar area B (inset, Figure 2, and Figure 5). (TSR) A radar was observed on this mound as early as but it could not be 25X1 identified at that time as a new radar. This radar has been newly designated by NPIC as the KY-EL-05 and consists of two horizontal parabolic reflectors 25X1 Both horizontal reflectors appear to be mounted atop the radar van and without any 25X1 end-mounted devices attached. the radar van was oriented perpen- 25X1 dicular to the long axis of the reflectors. This radar, which appears similar in size and shape to the BACK NET radar, will probably serve as an AW radar for range and azimuth. Also, this radar may serve in conjunction with the new towers at the range. (TSR) During the same time period, three electronics vans were observed at radar area B.
