(SWN) SIGNIFICANCE: THE 402W, A MODIFIED Y-CLASS SUBMARINE, IS CONFIRMED AS A NUCLEAR-POWERED CRUISE MISSILE ATTACK SUBMARINE (SSGN), POSSIBLY MOUNTING THE 30ONM-RANGE SS-N-19 ANTISHIP CRUISE MISSILE SYSTEM. 2. (SWN) REMARKS: THE 402W SSGN IS BERTHED AT THE MAIN FITTING-OUT QUAY AT SEVERODVINSK SHIPYARD 402, WITH ALL OF HER MISSILE TUBE OUTER DOORS OPENED. SIX INCLINED CRUISE MISSILE LAUNCHERS ARE DISCERNIBLE ON EACH SIDE OF THE SUBMARINE AND AS MANY AS TWO ADDITIONAL POSSIBLE LAUNCHERS ARE DISCERNIBLE ON EACH SIDE. ALTHOUGH SHADOW AND CONTRAST PRECLUDE AN ACCURATE MEASUREMENT OF THE MISSILE LAUNCHERS THEMSELVES, THE MEASUREMENTS THAT COULD BE MADE SUBSTANTIALLY SUPPORT THE ASSESSMENT THAT THE SS-N-19 SYSTEM IS INSTALLED. THE MISSILE TUBES ON THE 402W SSGN MEASUREMENT OF THE SS-N-19 MISSILE SYSTEM OF THE 0 SSGN UNIT 25X1 WHICH IS BERTHED NEAR THE 402W SSGN INDICATES A MISSILE TUBE CENTER-TO-CENTER DISTANCE MEASUREMENT OF THE 25X1 CENTER OF THE AFTERMOST TUBE TO THE CENTER OF THE FORWARDMOST CONFIRMED TUBE ON THE 402W SSGN IS 18 METERS. THE CENTER OF ONE TUB THE CENTER OF A TUBE SIX POSITIONS FORWARD THE OVERALL LENGTH OF THE MISSILE BAY 25X1 OPENING ON THE 402W SSGN IS AT LEAST A COMPARISON 25X1 OF THIS DISTANCE TO A SIMILAR DISTANCE ALONG THE 0 SSGN MISSILE BAY INDICATES SUFFICIENT SPACE FOR EIGHT SS-N-19 TUBES PER SIDE (16 TUBES TOTAL). (SWN) IF THE 402W SSGN IS IN FACT ARMED WITH THE SS-N-19 MISSILE SYSTEM AND HAS 16 MISSILE TUBES, IT REPRESENTS AN ANTISHIP CAPABILITY TWO THIRDS THAT OF THE 0 SSGN. CONVERSION OF THE BALANCE OF THE FLEET OF DISMANTLED Y-CLASS NUCLEAR-POWERED SUBMARINES, WHICH CURRENTLY STANDS AT EIGHT (SIX AT SEVERODVINSK AND TWO AT PETROVKA NAVAL BASE AND SHIPYARD, , WOULD SIGNIFICANTLY INCREASE THE 25X1 SOVIET ANTISHIP THREAT. IF SUCCESSFUL, THIS CONVERSION PROGRAM COULD CONCEIVABLY REDUCE THE NUMBER OF 0 SSGN NEEDED FOR DEPLOYMENT TO THE SOVIET FLEETS.
