IMAGERY INFORMATION REPORT
NEW CONSTRUCTION ACTIVITY AT KAMENSK-SHAKHTINSKIY
SOLID MOTOR PRODUCTION PLANT, USSR
An extensive new construction program was observed at Kamensk-
Shakhtinskiy Solid Motor Production Plant, USSR,
Construction was observed at two of the three casting and curing buildings
and at one of the two mixing buildings. Preparations for construction were
underway at one of the two premix buildings and at one of the two fuel and
additives preparation buildings. Additional construction activity was ob-
served outside the northwest corner of the plant aligned with the three
casting and curing buildings. The new construction program at this plant
indicates a change in production, probably either to modify an existing
ICBM program or to implement a program for a new solid ICBM.
A large, rectangular building was being constructed adjacent to an
earth barricade at the northern casting and curing building. The utility
lines extending to this casting and curing building (which would have im-
peded construction) had been dismantled. Portions of the earth barricade
at the rear of this casting and curing building had also been removed;
construction material was observed nearby. Construction activity was also
underway near the middle casting and curing building. One T-shaped build-
ing was observed under construction immediately north of the barricade;
one T-shaped excavation, probably for another T-shaped building, was ob-
served immediately south of the barricade. A portion of the barricade
which surrounds the mixing building had been removed, indicating that modi-
fications will soon begin on this building. A construction van and con-
struction materials were observed near the premix building and near the
fuel and additives preparation building. A portion of the utility lines
in this area appears to have been removed. Most of this new construction
and modification activity was being wall secured from the rest of the
plant. A rectangular graded area, apparently for plant expansion, was ob-
served immediately outside the plant and north of the northern casting and
curing building. A large excavation was observed within this graded area.

Other expansion at this plant occurred between April 1976 and April
1977. This expansion included three probable case preparation buildings
constructed east of the plant and connected by overhead pipe galleries
to the eastern part of the plant. The eastward expansion of the plant
observed in 1976 and the new construction and modification to the pro-
pellant production lines newly observed in April 1977 indicate a change
in production capability for this plant.
