This report consists of text, two maps, 11 photographs, and a table of installations in sequence with the text and maps. SUMMARY This report is based on photography from August 1968 through November 1969 and describes the mil- itary developments observed in China along the border with the USSR and Mongolia and in the area of Taiwan. Before the Sino-Soviet incidents on Chenpao (Damansky) Island, no widespread military reaction to the Soviet military buildup was observed in China. The armed clashes of 2 and 15 March 1969 on Chenpao Island and the confrontations near the Dzungarian Gate in May and June 1969 have precipitated Chinese reactions which have only recently reached major proportions. In 1969, deployment' of aircraft to seven airfields in the north China area was noted. Dispersal was ev- ident at nine airfields and camouflaging was observed at another airfield. Six new radar sites and major modifications to another site provided the Chinese with an air warning radar net along the northern border for the first time. The Chinese Air Force was significantly strengthened as indicated by the identification of eight BADGER jet bombers and seven SINO-A jet fighter aircraft. Camouflaging was observed at one SAM site and antiaircraft artillery sites in four cities have been recon- structed and camouflaged. Armor was deployed to four new areas and dispersed at three major facilities. The dispersal of other ground force weapons was noted at 17 separate facilities. There was a significant reduction in submarines at three submarine bases and the number of patrol craft was reduced at two facilities. An unusual development noted on photography was the sudden appearance of personnel trenches in civil- ian and military areas throughout China in late October and early November 1969. The trenches were evi- dent in at least 65 cities and in almost every case were not present on previous. 1969 photographic coverage. Additionally, track was being removed from two border rail transloading facilities in North China. INTRODUCTION This report is divided into two parts: part one describes the deployment and dispersal of aircraft units and the deployment and strengthening of radar and antiaircraft forces. Part two describes the deployment and dispersal of ground force weapons and naval vessels and defensive activity in civilian areas. BASIC DESCRIPTION Part I This part described the deployment and dispersal of aircraft, radar, and antiaircraft weaponry in China (Figure 1). ITEM DESCRIPTION Changchi Airfield (Figure 3) was occupied by fighter aircraft) I Seventeen FAGOT/ FRESCO jet fighters, two CAB cargo planes, nine possible COLT cargo planes, and 11 HOUND helicopters were present. 16 FARMER jet fighters, 12 FAGOT/FRESCO, nine COLT, and nine HOUND were evident. This was the first identification of FARMER air- craft in western China. 2 Wushatala Airfield was occupied by 20 FAGOT/FRESCO Eleven were dis- persed in the eastern half of the airfield, reflecting the first observation of dispersed aircraft at this installation. 3 Hami Airfield was occupied by 31 FAGOT/FRESCO 32 FAGOT/FRESCO were evident, 14 dispersed along a taxiway and the airfield road system. 4 Changyeh Airfield Southeast (Figure 4) was occupied by 26 FAGOT/FRESCO nine of which were dispersed in a field just southeast of the support facilities. This was the first observation of dispersed aircraft at this airfield. 5 Chengtu/Kuanghan Airfield was occupied by 13 COLT and 18 MAX/MOOSE trainers Nine of the aircraft were dispersed along a road near the airfield. This was the first observation of dispersed aircraft at this installation. 6 I-Isian/Yenliang Airfield was occupied by two BADGER (one receiver) bombers 0 On the same date, Wukung Airfield (6a) was occupied by six BADGER (one tanker and five receivers). A short concrete taxiway leading to a con- crete parking apron and two helicopter pads had been constructed just west of the runway, and two possible parking aprons with pads were under construction. This activity was not evident in August 1968. 21 FAGOT/FRESCO were observed at Hailaerh Airfield Southwest. This was 25X1 the first photographic evidence of fighters at this airfield. 23 FAGOT were 25X1 dispersed along taxiways and the airfield road system. Four aircraft revetments were under con- struction 1 nm northeast of the airfield. 10 One COLT and 20 MOOSE were observed at Chichihaerh/Sanchiatzu Airfield 25X1 alert aprons had been constructed adjacent to each end-connectin taxiwa and LZDAI g y at least five small swept-wing aircraft were evident. No aircraft were observed Ten FARMER, one possible FARMER, 18 FAGOT/FRESCO, one CRATE, and one COLT were at the field most dispersed in revetments and on sod fields. This is the first time FARMER aircraft have been seen in the far northeast portion of China and the first time FAGOT/FRESCO had been observed since October 1965. 11 Tahochen Airfield consisted of a 548- x 55- meter (1,800- x 180-foot) north/south, graded-earth runway with eight helicopter pads Five HOUND and two YUNCHIAO 3 (French Alouette III) helicopters were at the field. The helicopter pads were not evident in Dec- ember 1968. 12 Haerhpin/Wangkang Airfield consisted of a 1,524- x 1,524-meter (5,000- x 5,000-foot) sod landing served. The construction activity was not evident 13 At Kaiyuan Airfield, 41 FAGOT were lined up on the alert and parking aprons 17 FAGOT/FRESCO were lined up on the parking aprons, 15 FAGOT/FRESCO were dispersed in revetments, and four revetments had been reconstructed so that the entrances face away from the runway. 14 Fouhsin Airfield was occupied by 61 MAX/MOOSE Thirty-eight aircraft revetments were either complete or under construction. This site was not evident 29 Peiching SAM Site C03-2 was occupied by two SA-2 missiles on transporters, two canvas-covered missile transporters, four launchers, one possible launcher, and a FAN SONG radar 30 Antiaircraft artillery (AAA) activity in the Paotou area I (consisted of at least ten modified and camouflaged AAA sites. Some of the previously existing AAA sites were recon- structed so that the revetments provide more protection to the guns and crews. 31 AAA in the Shenyang Areal (consisted of at least eight AAA sites which had been modified and camouflaged similar to those at Paotou (item 30). These were not evident 32 In the Anshan area AAA consisted of at least five AAA sites which had been modified and camouflaged similar to those at Paotou (Item 30). The area cannot be negated due to the lack of adequate coverage. 33 AAA in the Tienching area consisted of at least 15 AAA sites which had been modified and camouflaged similar to those at Paotou (Item 30).
