SUBJECT: Soviet Naval Activities and Facilities in Cuba
? Attached at Tab A is a report we requested from CIA on the status of
Soviet naval activities and facilities in Cuba. The report reaches the
following conclusions:
-- There has been no significant new construction at naval
facilities in Cuba.
The current delivery of two Osa-class guided missile patrol
boats and an accompanying increase in Styx missile deliveries
mark the only change in Cuban naval capabilities in recent
months. It is not clear whether the Osa-class boats are to
replace Komar-class units provided by the Soviets during the
1960's, or whether the Osa-class boats are being provided in
addition to the Komar-class boats.
This report does not alter the conclusion that the Soviets have in effect
established a continuous naval presence in the Caribbean based in Cuba.
