Soviet reactions and activities over the text 48 hours will depend to
a grept:extent on Soviet perception of the immidiate"threat to Cairo.
d. There has been little change in the treatment of the !addle
East war or detente in.the Soviet press on 19 October. Moscow's media
continues to support the Arab position OA a settlement.
? e. The Yugoslav news agency sketched a tuthored Soviet cense-fire
plan guaranteed by UN, VS.and Soviet forces with Israel withdrawing, ?

regular forces are On alert. Tours by the US and friendly attaches
have revealed uone of the Usual evidence of.an:alert i.e. officers
in field uniforms or increased sillitary voireinents. A slightly higher
than usual number of alert aircraft 1,4-413 toted it one airfield, but other
fields observed appeared normal. Security forces, however, were reported
to be on alerts possibly with increased training under vay.
b, two westbound Soviet trains composed
of a total of 28 sleeper oars carrying Soviet xlpilitary personnel. The .
sisnlficance of this sighting is unknown; however, it could represent
periodic officer turnover. normally, offieersand NCOs do receive
better treatments such as sleepers, when seat to Germany as replacements.
