KISSIN: ER / / AEC Chairman Jim Schlesinger has requested to see you sometime in the near future. He has provided me with a znamorandum which indicates that he wishes to raise the following topics with your -- Clean up of plutonium through centrifugation. The centrifuge provides an option for cleaning up power grade plutonium to weapons grade material, thus potentially providing a low cost, attractive solution to the problems of plutonium supply for military purposes. Aside from the sensitivity, the really critical issue requiring Presidential involve- :rent, before we move ahead, is the potential implication for nuclear proliferation. -- Recent developments in weapons technology providing the possibility of increasing the yields of RVs by a factor of 2 to 3 within the same weight and siee configuration. -- Development in lasers, potential national security implications of those developments for our development programs. -- Overseas sales of nuclear equipment and fuel and its foreign exchange implications. (Very brief footnote to answer questions you raised at Hanford.) RECOMMENDATION; As a matter of prestige I believe it is important that Chairman Schlesinger have an opportunity to meet with you sometime in the near future at your convenience. I would meet with him before the meeting to insure that he takes up the minimum of your time and that substantive topics he wishes to rates remain primarily informative. Schlesinger will be in Alaska uaMil the Amchitka shot is over (around November 6), therefore, the meeting should be planned for sometime after November 9. .
