AMORANDUM No Objection to Declassification in Full 2011/03/04: LOC-HAK-492-10-15-8 THE WHITE HOUSE WASHINGTON TOP SECRET/SENSITIVE/EXCLUSIVELY EYES ONLY MEMORANDUM FOR DR. KISSINGER FROM: Al Haig There follows the text of a letter received today from General Kirshman's host: "While delivering the message to my friend, he was extremely cordial and though I had delivered the message he insisted that I remain there for tea which he had ordered. He asked me insistently whether I had not been to the U. S. since I last saw him and I said I had not. For some reason he almost invariably asks me this question. The conversation then got around to Japan. He said Japan was an example for the whole East of what Eastern people could do but that the Japanese were powerful and it was to be hoped that their economic achievements did not take an expansionist form. I commented that the Japanese were only one hundred million and while this might seem like a lot in Europe, it was not in Asia. He at no time made any mention of the Chinese satellite. He shook hands cordially on my arrival as on my departure. He was completely non- committal as to the message saying he would deliver it to the minister. ...
