Jordanian-Soviet Plans for Prefabricated

By idence, AID presently has a team in Jordan looking at housing
as an area of possible US involvement. Present plans are to build a
sxz~all. number of houses as a pilot project, then develop a $4 million pro-
gram for housing in the Jordan Valley. Our housing people are not sure
that prefabrication of housing makes sense in Jordan, but if it does we have
the technical capability of doing this as well as the possibility of funding
such a project through either Development Loans or a special project loan

Ti' e.issu.e, therefore, is whether you feel we should tell. Hassan and Rifai.
that we see this kind of Soviet economic assistance as incompatible with our
erests or whether we should. let the Jordanians get what they can from
e Societe provided they avoid. large numbers of Soviet technicians. Doing
t. fo=xner could increase the pressure on our resources, but housing is
a dcate area given its relation to Palestinian refugee. settlement.
Recomr-,endation: That you indicate whether you feel we should make an active
e . ort to dissuade the Jordanians from accepting the Soviet offer. by providing
a- comparable counter offer of our own.
Try to dissuade them. (We will ask AID to pursue this.)
