1. Following is Morning Notes.
Z. Colby called to ask whether or not he should come out
for the President's meeting with Weyand tomorrow.

3. OMB is required to report by 2:00 p.m. EDT today,
Administration views on the SFRC emergency aid bill for
Cambodia. This is the bill, you will recall, which has the
30 June cut-off in it. This action is basically pro forma and I
would propose to respond by saying the bill is unacceptable
because of the termination date, inadequate funding levels, and
because it requires diplomatic actions which are an intrusion into
the responsibilities of the Executive. There is a question, however,
whether we should add to that a statement that we do support the
bill being brought to the floor of the Senate in order that the Senate
as a whole may work its will. Do you want that comment added?

4. Admiral Gayler has come in with a request to send
some Marines in to Ton Son Nhut Airport to insure that it will
remain available in the event of evacuation. I am having the
legalities looked into. Do you have any thoughts?
5. Defense plans to have 1, 000 Marines in the naval
force which will be standing off Vietnam, just in case.
