SUBJECT: Membership of the National Security Council
Intelligence Committee
The President has decided that the membership of the National
Security Council Intelligence Committee shall include an Under
Secretary of the Treasury. The NSCIC, as established by the,
President's memorandum dated November 5, 1971, subject:
Organization and Management of the U. S. Foreign Intelligence
Community, therefore, shall comprise the following:
The Attorney General
The Deputy Secretary of State
The Deputy Secretary of Defense
The Director of Central Intelligence
The Under Secretary of the Treasury
The Chairman, Joint Chiefs of Staff
The Assistant to the President for
National Security Affairs (Chairman)
As stated in the President's November 5, 1971 memorandum, the
NSCIC "will give direction and guidance on national substantive
intelligence needs and provide for a continuing evaluation of intelligence
products from the viewpoint of the intelligence consumer. "

Treasury Representation on.the NSCIC
Bill Colby raised with you the possibility of Treasury membership in
the NSCIC and its working group. You agreed that this would be a
useful step to enhance our ability to develop needed economic intelli-
gence.
Accordingly, Colby wrote Secretary Shultz and the latter nominated
Paul A. Volcker (Under Secretary for Monetary Affairs) as Treasury's
member of the NSCIC and Bill Morrell (Special Assistant to the Secre-
tary of the Treasury for International Affairs) as Treasury's repre-
sentative on the working group.
To reflect Treasury's accession to membership and set the record
straight, the attached NSDM (Tab I) would simply confirm the original
establishment of the NSCIC, its membership, and mission, as
originally stated in the President's November 5, 1971 memorandum,
and includes the Treasury representative.
RECOMMENDATION:
That you sign the proposed NSDM at Tab I.

Thank you for your letters of November 23, 1973 and
February 5, 1974 concerning Treasury representation
on the NSCIC and its Working Group.
As he indicated when he discussed this with you a few
weeks ago, Secretary Kissinger shares the view that
Treasury's participation will provide a needed impetus
for additional economic intelligence effort.
A National Security Decision Memorandum will be
issued shortly to confirm Treasury's participation
in the work of the NSCIC.

Mr. Colby's Proposal to add Treasury
to the NSCIC
As we discussed, Mr. Colby's letter to you of November 23, 1973, has
been overtaken by events. Mr. Kissinger gave Colby the go ahead when
the latter raised it during a luncheon some time in early January.
Colby since then has written to Secretary Shultz and the latter has
named Paul A. Volcker as the Treasury representative on the NSCIC
and Bill Morell as Treasury's representative on the NSCIC Working
Group (Colby's letter to you of February 5, 1974 - Tab C).
We need to tidy up the paper work on this now. Accordingly, at Tab A
is a short note from you to Colby responding to his two letters to you
of November 23, 1973 and February 5, 1974, simply acknowledging the
state of affairs and advising that it is being confirmed in a National
Security Decision Memorandum.
At Tab B is a brief memorandum from you to Secretary Kissinger
recommending that he approve and sign the NSDM confirming the
membership on the NSCIC to include the representative of the Secretary
of the Treasury. (The NSCIC -- unlike all other NSC organs -- was not
established by a NSDM but rather by a memorandum signed by the
President on a broad range of subjects concerning Organization and
Management of the U. S. Foreign Intelligence Community, dated
November 5, 1971.
RECOMMENDATION:
That you sign the memoranda at Tabs A and B.

Dear Mr. Secretary:
In his memorandum of 5 November 1971 on "organization and
Management of the U.S. Foreign Intelligence Community," the
President established the National Security Council Intelligence
Committee (NSCIC) to:
"...give direction and guidance on national substantive
intelligence needs and provide for a continuing evaluation
of intelligence products from the viewpoint of the
intelligence consumer."
Present NSCIC members are: Assistant to the President for
National Sa:,-.trity Affairs, Chairman; DCI, Vice Chairman; Attorney
General; Deputy Secretary of State; Deputy Secretary of Defense;
and Chairman of the Joint Chiefs of Staff.
In view of the importance of foreign economic intelligence,
it would be highly appropriate to enlarge the NSCIC to include a
member, to be selected by you, who will represent those elements
of the Government which have a primary interest in foreign economic
intelligence. Dr. Kissinger, as Chairman of the NSCIC, has asked
me to arrange this with you.
Your selection of the Deputy Secretary of the Treasury as
your representative would match the State and Defense level of
representation, but I recognize you may wish to nominate someone
else. I would hope that whomever you select would be able to
represent the interests of the CEP members other than State.
I also invite your designation of a member to the NSCIC Working
Group which is chaired by my Deputy for the Intelligence Community.
State and Defense are represented on the Working Group at the
Assistant Secretary or equivalent level. In terms of background
and interest, your Special Assistant for National Security might be
an appropriate choice.

The NSCIC has not been as active during the past two years
as had been anticipated, partly because of the intense pressure
of other duties on the chairman. My recent appointment as vice
chairman was intended by the President to enable me to assume
some of the chairman's responsibilities. I am hopeful that our
future program will be one in which a Treasury representation
will make an important contribution.
