"-- e. k /.1 Z .-.2 No Objection to Declassification in Part 2011/03/28: LOC-HAK-538-2-4-8 MEMORANDUM FOR: FROM: SUBJECT: ON-FILE NSC RELEASE INSTRUCTIONS APPLY The CIAA/DIArs weekly report (August 14-20 at Tab A) of Indochina cease-fire violations states that based on satellite photography, North Vietnam may have received more military imports and that, for the first time in almost a month, two new combat infiltration groups were detected in the pipeline destined for southern Laos. Also detected for the first time were 15 special purpose groups (total of 400 personnel) Ir- X4 12GGLUGf.4 A.U Coast-CL .G LLU CLJ. V &at arn. LJmcc 4 LG J UL L. .L.JJ Ccasc_A c uKt almost 7, 000 North Vietnamese personnel have been observed entering the infiltration system. Other notable developments reported by the CIA/DLA are: -- The DIA believes that two concentrations of t'anks' and artillery in North Vietnam recently photographed by satellites represent new military imports while CIA claims only that this equipment could have recently arrived in country. % -- Logistics activity in the DRV panhandle remains moderate and is very light in Laos, but movements on the "western supply corridor" in northern South Vietnam are still quite high. -- Localized fighting continues in the southeastern Cambodian border area between insurgents and North Vietnamese regulars. NVA operations to protect these rear service areas against the KI are being directly controlled by the 1st Division headquarters. The report spedulates that North Vietnamese capabilities in GVN MR-3 and 4 could be significantly diminished if more NVA units are diverted from the South to secure the contested border area. Although the draft rates apparently have been sharply reduced in 1973 from the high 1972 levels, the up-coming fall induction program will provide a key indication of North Vietnamese intentions for 1974. Any plans for major sustained offensive operations should be accompanied by an upsurge in September inductions which would provide troops in time for an early spring campaign.
