No Objection to Declassification in Full 2010/09/20: LOC-HAK-506-7-93-0 TOP SECRET/SENSITIVE/EXCLUSIVELY EYES ONLY TO RALPH SIGLER FOR LARRY EAGLEBURGER; DELIVER IN SEALED E LOPE; DESTROY TAPE; RETAIN NO FILE COPIES 1974 FLASH Henry A. Kissinger Brent Scowcroft 1. With regard to the subject of HAKTO 15, the following things are happening: (a) The Press Office is gathering a list of each and every allegation which has been made in the "spy case. " That list will then be reviewed and decisions made on which allegations should receive a goo-iWe response and what that response should be. The list of allegations should be complete within a couple of hours, and I will send them to you immediately for any suggestions you may have. The proposed response will also be checked with you before release. (b) Haig directed at Staff Meeting this morning that interviews with the press we%4d be reported beforehand to the Press Office and that there would be no repeat no backgrounding without explicit prior approval. 2. I have an appointment with McNamara for 5:00 p.m. this TOP SECRET/SENSITIVE/EXCLUSIVELY EYES ONLY ON-FILE NSC RELEASE INSTRUCTIONS APPLY No Objection to Declassification in Full 2010/09/20: LOC-HAK-506-7-93-0 No Objection to Declassification in Full 2010/09/20: LOC-HAK-506-7-93-0 TOP SECRET/SENSITIVE/EXCLUSIVELY EYES ONLY - 2 3. I have spoken with Buzhardt about this whole issue. He, as you know, ran the Defense part of the investigation into the case. He said that you would never know that his report and Young's report even dealt with the same case. Young's report inflated the issue drastically, giving a strong "7 days in May" flavor to it. Young's motivation, according to Buzhardt, is to make a grand national conspiracy out of the case and then to show that he, Young, solved it. In Buzhardt's opinion, the great bulk of the source stories have come from Ehrlichrnan and Young and he thinks both of them have been very active. (I also think Laird has been participating, but I cannot in any way document that. ) 4. It is possible that the story about the tap on Laird's office is a gar Ue or confusion over the Pursley tap. There is absolutely no connection, of course. The Pursley tap was reinstituted on May 2, 1970 and terminated in February 19714along with all the others. 5. Your press comments have so far not repeat not appeared . anywhere in the press, but Janka says that the radio last evening reported your "vicious, malicious, outrageous lie statement. Will keep you posted. Warm regards. TOP SECRET/SENSITIVE/EXCLUSIVELY EYES ONLY No Objection to Declassification in Full 2010/09/20: LOC-HAK-506-7-93-0
