Edgar Hoover to John #hrlichman, January 30, 1969, on Manuel Artin :ec Buesa The Cuban exile groups are highly fractio Uzed. Their plans for harraesing operations against Cuba are petty. It is highly unlikely that their small-scale activities can succeed in shaking Castro`s grip on Cuba. If it is decided an a matter of policy that we want to bring Castro down, much more elaborate operations, probably in- volving US forces, will be required. However, in the absence of such a policy decision, I believe it would not be in our interest to support or encourage exile plans which cannot succeed.
