The Secretary: I didn't know that Vance had left. Since when does
Brent give instructions that these people should leave?
Bremer: He did not give the instructions. It's my fault that Vance left.
I told him he could go.
The Secretary: Is the economic package approved?
Cutler: We haven't heard.
The Secretary: I know the President has informally approved it. You
should go ahead on the basis that it is approved. I'll be in touch if there's
any change on that. Has the development loan been voted by Congress yet?
Ingersoll: No, we've consulted with certain committee members. I
understand that Lynn has gone back asking for a $6 million instead of a
$20 million loan.
The Secretary: I think the President will approve whatever I recommend.
Ingersoll: At first he agreed to the $20 million. Then he went back to
the $6 million level.
The Secretary: When?

Ingersoll: Last night or this morning. I guess he talked to his staff
and the staff persuaded him to go for the lower figure. He wants the
President to make a political decision.
The Secretary: There use to be a time when senior government officials
'tried to protect the President from this kind of thing.
Cutler: My understanding is that Simon also went back.
Sisco: It seems to me the posture on the budget side should be that
if you, Mr. President, think it's important, we'll find a way. Every good
head of OMB has operated that way in the past. I think that this is just
bureaucratic inexperience by Lynn.
The Secretary: There is no question that the President will approve
it. He told me that.
Ingersoll: The paper was suppose to be ready for him this morning.
Cutler: As of 3:00 yesterday, it was still not signed. (Secretary makes
phone callto Scowcroft)
The Secretary: It has been approved.
How does he think Savimbi, Kaunda,
Roberto, etc. will all fit in? Are you going to have someone along
on it?
Sisco: Have we gotten to Kaunda yet?
