C. 20505 6 August 1974 MEMORANDUM FOR: The Secretary of State The Secretary of Defense SUBJECT : French Request for Data on the Locations of Soviet Missile Sites 1. This memorandum informs you of a French request for data on the locations of Soviet missile sites and describes the action I intend to take.. _ I am raising this matter with you to determine whether you wartt 'to use this particular action to foster some other military or -political objective in your dealings with the French. t-yl VA 2. Major General Jarry (the French Defense Attache in Washington) has transmitted a request for these data from General Moran (Chief of Staff of the French Armed Forces) to Vice Admiral de Poix. Specifically, two types of data are requested: Locations of surface-to-air missile sites in the USSR west of longitude 50? east, ostensibly for assisting the French in plotting tracks for their strategic aircraft strike force. Locations of MRBM and IRBM sites in the USSR west of 750 east, which can reach France. 3. General Jarry has indicated to Admiral de Poix that if our response is favorable, the French would give positive consideration to some appropriate information in return. In fact, the French have very recently become forthcoming by 25X1 25X1 25X1 No Objection to Declassification in Part 2010/05/14: LOC-HAK-140-1-27-5 No Objection to Declassification in Part 2010/05/14: LOC-HAK-140-1-27-5 SECRET 4. I Intend to approve the French request for the following reasons: - General Brown and Admiral de Poix recommend the French request be satisfied. --- The data requested is regularly passed to NATO components. --- The Soviets certainly know that we have this information. -- There is little likelihood that providing these data to the French will jeopardize the intelligence source from which the information is obtained. In order to protect the true accuracy of our information, I shall authorize the release of data on these locations to the nearest minute, even though the data we provide to NATO is to the nearest second. Admiral de Poix assures me that locations to the nearest minute will meet the needs of the French Armed Forces. 5. If you wish to use this action in connection with some other relationship with the French, please let me know.
