1. I AM STILL BEING PRESSED BY SADAT TO MAKE BRIEF STOPS
IN KUWAIT AND THE GULF STATES WHILE I AM IN THE MIDDLE EAST.
OUR SECURITY PEOPLE ARE STILL STRONGLY OPPOSED TO SUCH A VISIT.
ONE POSSIBILITY WOULD BE FOR ME TO DO TWO HOUR STOPOVERS AT
EACH STOP WITH MEETINGS AT EACH SIRPORT RATHER THAN IN TOWN.
2. TELL COLBY OF THE ABOVE AND SAY WE APPRECIATED HIS LAST
ASSESSMENT OF THE SECURITY SITUATION IN THE GULF. ASK HIM FOR AN
URGENT UPDATE OF CIA'S INDEPENDENT ASSESSMENT OF THE SECURITY
THREATS IN KUWAIT, ABU DHABI, QATAR, BAHRAIN AND OMAN. WHAT
IS THEIR ASSESSMENT OF THE THREAT IF I CAN ARRANGE TO HAVE MY
MEETINGS AT THE VARIOUS AIRPORTS? I NEED THE ASSESSMENT AND THEIR
RECOMMENDATION BY 7t00 PM TEL AVIV TIME TUESDAY TO ENABLE ME TO
MAKE A RAPID DECISION.

I. I am still being pressed by , XVV6 o make brief
stops in Kuwait and the Gulf States while I am in the Middle East.
Our security people are still strongly opposed to such a visit.
On e possibility would be for me to do two hour stopovers x~ith;:

in town.
2. Tell Colby of the above and say we appreciated his last
assessment of the security situation in the Gulf. Ask him for an
urgent update of CIA's independent assessment of the security
threats in Kuwait, Abu Dhabi, Qatar, Bahrain and Oman. What
is their assessment of the threat if I can arrange to have my meetings
at the various airports? I need the assessment and their recommendation
