1. I WANT GROMYKO TO KNOW THAT AS A RESULT OF MY DISCUSSIONS
OF THE LAST FEW DAYS WE HAVE MADE PROGRESS TOWARDS GETTING THE
AGREEMENT OF BOTH SYRIA AND ISRAEL ON THE KEY ISSUE IN THE NEGOTIATIONS,
NAMELY THE LINE OF DISENGAGEMENT, INCLUDING THE KUNEITRA AREA.
SIMULTANEOUS WITH THE DISCUSSIONS ON THIS BASIC ELEMENT OF THE
AGREEMENT, WE ARE TRYING TO RESOLVE SIGNIFICANT POINTS RELATING TO
OTHER MAJOR ELEMENTS, NAMELY, THE LIMITATION OF FORCES, A UNITED
NATIONS PRESENCE AND OTHER RELATED MATTERS QUITE SIMILAR TO THOSE

WHICH WERE CONTAINED IN THE EGYPTIAN-ISRAELI DISENGAGEMENT AGREEMENT.
I AM EXTENDING MY STAY IN THE MIDDLE EAST TO WORK OUT THESE BASIC ISSUES.
2. IF AGREEMENT IS ACHIEVED, WE AGREE, AS GROMYKO AND I DISCUSSED,
THAT IT WOULD BE DESIRABLE FOR THE SIGNING TO TAKE PLACE, PERHAPS
AT GENEVA WITHIN THE MILITARY WORKING GROUP.
SOMETIME NEXT WEEK

ALSO, MY EXPECTATION IS THAT THE MILITARY REPRESENTATIVES OF ISRAEL
AND SYRIA WOULD WORK OUT IN GENEVA THE IMPLEMENTING DETAILS, ONCE
THE AGREEMENT IS ACHIEVED, IN THE PRESENCE OF A UN REPRESENTATIVE
AND US AND SOVIET OBSERVERS. WE PROPOSE THAT AMBASSADORS BUNKER
AND VINOGRADOV WOULD PERFORM THESE TASKS. THIS ARRANGEMENT WOULD

CONSIDER IT CONSISTENT WITH GOOD RELATIONS BETWEEN OUR COUNTIES.

Please call Dobrynin and convey the following information to him
for Gromyko.
BEGIN MESSAGE:
1. I want Gromyko to know that as a result of my discussions
of the last few days we have made progress towards getting the
agreement of both Syria and Israel on the key issue in the negotiations,
namely the line of disengagement, including the Kuneitra area.
Simultaneous with the discussions on this basic element of the
agreement, we are trying to resolve significant points relating to
other major elements, namely, the limitation of forces, a United
Nations presence and other related matters quite similar to those
which were contained in the Egyptian-Israeli disengagement agreement.
I am extending my stay inthe Middle East to work out these basic issues.
2. If agreement is achieved, we agree, as Gromyko and I discussed,
that it would be desirable for the signing to take place, perhaps
sometime next week, at Geneva within the Military Working Group.
Also, my expectation is that the military representatives of Israel
and Syria would work out in Geneva the implementing details, once

have the additional advantage that Bunker could fill in Vinogradov fully
