Please pass following message from me to the President: BEGIN TEXT- I have just completed a four hour session with President Assad. It was at times quite a stormy meeting. We made some progress in that Assad has agreed to put his surface-to-air missiles out of range of the Israeli lines. However he remains adamant about not moving his artillery back as I have previously reported. He says his political survival is at stake. The two sides are still far apart on the number of people to be in the UN For ce and on the status of Mount Hermon. Neither side is distinguishing itself by the wisdom of flexibility, though of course the Israelis are playing with American chips. Tomorrow I will make one more effort with both parties. If it fails, then I will suspend the talks Thursday evening, hopefully on a positive note. I will report further tomorrow. END MESSAGE 2. Warm regards.
