Is there anything new on that? X. They are continuing the hit-and-run raids. I talked to Packard and Moorer last night about increasing the ARVN, VNAE and US air efforts. P: Have our people gotten moving on any of these things we discussed on Monday? On arms, intelligence, and on getting people in there? K: Two CIA people will be in right away. P: Some. Cambodian Brigadier General says there are five divisions ready to pounce on Phnom Penh. I doubt this, but that kind of talk is bad. It presents psychological problems. What is that Colonel doing. that we sent out? temporary duty. P: I wish you would. They sit there in Phnom Penh and they are not really getting out. That Colonel is supposed to get in there and see what's needed this week. Call each of those people that were in .the meeting. Call them this morning. I read the report of actions taken thus far last night, and it was too skimpy. I want an up-date report at 5:00 -- on intelligence, arms and what you have done to get VN in. I want Abrams. and Helms to get people in there on K: Yes, sir. P: When? K: This week. ON-FILE NSC RELEASE INSTRUCTIONS APPLY P: I want it done today. Or I will have to do something more drastic. I ordered these things three weeks ago and nothing is moving. I want Packard and Moorer on top of this. Keep on them. I want them to know I am following this hourly and expect the same from them. I read there was another town retaken but the road is still closed. It's the press reporting that's so dangerous. K: Most of the oil comes from the Mekong and not up that road. K: I We are working on._it. P: The enemy can't have the staying power. They hit them here and there. We took this town and didn't find anybody. They weren't there to fight but to scare people. It's a psychological strategy. We need one also. More Vietnamese, flotilla up the Mekong, fly in weapons.
