1. At the staff meeting this morning there was another
discussion of rationing versus taxes for gasoline, with Ash urging that
we all speak with one voice. The problem is, nobody yet knows what
voice to speak with or even what, if any; benefits gas rationing would
bring to other elements of the energy crisis. Garment said that we
would probably take no action on the judgment yesterday that the Cox
firing was illegal. It is a moot point now, and while it was a bad call
1~ .l the e sems little reason to pursue the issue through an appeal. Haig
ran down the President's schedule. He is having breakfast with a House
group this morning, will speak on energy at 11:00 to the National Real

Estate Board, receive Cambodian Foreign Minister Long BoretA meet
with another House group this afternoon and a Senate group at 5:00.
Friday morning. there will be another breakfast with House members

will probably be Saturday night. The Carl Vrit birthday party in
Macon, Georgia is on Sunday. Tuesday on the way back from Key
Biscayne the President will address a Governor's meeting at Memphis.
Haig said that in these Congressional meetings, while the format has
varied with each one, the President has generally gone through all the
charges against him - - ITT, rralk, personal properties, etc. and given
his position. Some have turned into extensive debates and in the one
last evening each Senator was given, 0 - 15 minutes - -which forced
each one of them to say something. They will try not to repeat that
latter format.
2. Have taken care of HAK TO 56. Breakfast at 8:30, barber
at 10:00, Dobrynin at 11:30. Since Haig plans to be at Key Biscayne,
that meeting is not possible.
3. I finally got the straight answer on the Oklahoma sailing
near the PRC. It is very simple -- Defense screwed up.
