SALT Guidance Required Before Recess
There are several outstanding problems on which we need guidance by
Saturday, at the latest.
I. Recess Date
The two delegations in Geneva have agreed to recess on Thursday,
December 21, and to issue a bland, non-substantive communique.

The delegations have agreed to resume on February 27. This appears
about right, especially in view of the minimal results of this round.

Work Program
As expected, in light of basically different approaches in this round,
the work program is so general as to be almost meaningless, but it does
permit us a free hand. It does include as a specific item, however,
exercising "restraint." As you know, the Soviets have been talking about
B-1 and Trident. We would have to defend this nomenclature (to the Congress)
as bearing on the new SS-9.

4. Standing Consultative Commission
The negotiations in Geneva led,to ad referendum agreements on two
documents (1) a memorandum of understanding between the two governments
establishing the Commission, and (2) a number of regulations governing
its work; the regulations are not all inclusive and there will have to be
further negotiations.
The two documents are a package according to the Soviets. While the
memorandum of understanding is acceptable to all in Washington, the
regulations are causing some problems which may take time to iron out.
Semenov now says that he is authorized to sign the memorandum of
understanding in Geneva on the last day of the session, December 21, and
Smith needs approval.
