No Objection to Declassification in Full 2012/03/07: LOC-HAK-22-4-26-4 3099 MEMORANDUM SEC ET NATIONAL SECURITY COUNCIL MEMORANDUM FOR MAJOR GENERAL HA FROM: A INFORMATION 7 April 1972 SUBJECT: Background for Lunch with PFIAB Likely topics they will raise are: -State of implementation of intelligence reorganization. -- Economic Intelligence. -- Open skies proposal. INTELLIGENCE REORGANIZATION Board has been following it and wanted to report to President. They also wanted to present their views on actions needed to continue production of quality intelligence. Comment: Implementation has been very slow. In talk with HAK last Friday we agreed that we should request six month report on implementa- tion from Helms, due 5 May. I am preparing memo for him. Based on Helms' reply, questions can be raised as to pace and performance of Helms in carrying out President's directive. ECONOMIC INTELLIGENCE Board now has comments on their report from State, Treasury, Commerce, OMB, and DCI. Some questions are raised about specific recommendations, especially Board view that intelligence should be supplied to U. S. business and commercial organizations. Board is not likely to push specific recom- mendations hard; they are said to be gratified by increased action on economic intelligence within community and user departments and organizations. Open skies issue has been made part of study of Soviet anti- satellite threat. This study should be over here from Pentagon in a few weeks.
