1. Please tell Dobrynin that I accept Gromyko's proposal of
a. meeting on May 7 in Cyprus. However, I will be unable to leave
Jerusalem until mid-morning and therefore propose a late morning
or noon meeting. Upon receipt of the Soviets' confirmation that
this is acceptable, we will initiate contact with the Cypriot
Government to make the logistical arrangements. Have Dobrynin
seek urgent confirmation.
2. There can be no announcement of the meeting until we
get Soviet acceptance of the proposal. Then we would plan, in order
to keep the announcement in low key, to announce the meeting to our
travelling press at `: 6:00 pm Israel time Monday while we are
in Israel (noon Washington time).
3. Propose to Dobrynin a. simple announcement along the following
lines QUOTE Secretary of State Kissinger and Foreign Minister
Gromyko have agreed to meet in Cyprus on May 7 for a general review
of US-Soviet relations including the situation in the Middle East.
UNQUOTE Please have Dobrynin confirm that the timing and substance
of the announcement are also acceptable to the Soviets.
