Chinese Leaders Send Peseinlistic`'?
Anniversary Moo sage to Hanoi
As in past years on, September X, the: Peking. leadership has eent?a-
measage o congratultations: to the leadership in Flanol on the occa-
eton of the founding of the I,)RV. ;Thls.year!s message,..when corn.
pared With that of last year, conveys an air. of pessimism about
the progress, of the waif.. while r saffirm ng. the?''all out support
and asistanee'*.of the Chine'ee people to; the Vietnamese people
Last year's message 'charnc e+rized. the. situation in Indochina ae
rronprecectentlg fine. ReRfevence was made to.tbe unity of the,
Vietnameset'; Laotiian, atid Cambodian peoples, who were fighting
' :,under the "militant banner of the Sun=it Conference of Indo
chinese Peoples, r' axid would soon attain "Lbe. seizure of complete
vic.toyry At The.'U, S.'"upport.ed "puppet cliques" in these countries
were said to be Ln a "state.., of utter chaos, " and the defeat of the
U. S. was eharacteri,?eed as a "foregone conclusion.
This year's message contains absolutely no characterization of
the si4uation as.favorable to? the Vietnamese,. or that victory is
itMminent. Now 'the Chine a4 say they are "deeply convinced" .
that the Vietnamese people, ? being "tempered in protracted
revolutionary ware'' will "certainly defeat U . S. imperialist aggres-
scorn, " .The implication. however, is that.viciory is'a long way oft,
and for the .Chinese is a matter of faith (they. are "deeply :convinced"
It Will .come) rather than of certain expectation. A sirnsilar view
is carried in the phrase of this year's messagethat,. "Final
.victory, ssure iy'bel'onga to the heroic Vietnamese and other Indo-
chinese peoples'1*1
:The phrase in this year's rresoage about'the.Vietnamose people being "tempered..' n?pr.otracted revolutionary ware", carries an
.implicit criticism-of Hanoi's current strategy, of la rge-scale,
conventionai.military.actions, and euggeste, that the Chinese
expect or are. urging) I'lana3 : t? return to "protracted fie. volutionary
? .,war" the faci of exiating'cir~c+wnetancea .in Vieh cam.

Additional implicit. criticism of Hanoi is contained in. the ironic
statement in this .year 1a x~aegsage, that "under the leadership of the
Vietnam Workers' Party, the heroic Vietnamese people. a .with
militant r.evolutionary:stam na, have safeguarded the fruits of
socialism in taorthern Vietnam... " Clearly the current strategy of
thee. Lao, bong Party 1 a.e?led't9 the: near total destruction of the
"fruits of s.oc.ialism"'. by bringing on the". American bombing cam-
paign against the north,,. and?de?spite. the "revolutionary atam tna" of
the: people.. _.
Finally, emphasizing :Pekin'gs expectation of continuing, difficulties
for Hanoi if?it sustains,Its.?prie?sent strategy, the message nodes
that, "No, matter what. hardlsliips and dangers the Vietnamese people .:
;Mav etill fad in the war against U.S. aggression.:. , the Chinese
people will remain on your, s." (emphasis added)
The only other point.* that might be made about the message is that.'.
`where last year's greeting was signed by Mao Tse-tung, IAn Pao,.'
and' Chou Fn-tai," this ,year: it' is eigned. by Mao, Tung Pi-wu.
(acting head of ?'state), .Chu. Toh (Chairman of the National Peoples
Congress), and Chou. Thi;e Iist.'of names seems to emphasize the
effort in Peking to reconstruct the cfviliana -naratus of ~o~ernment,
