This year's message contains absolutely no characterization of
the si4uation as.favorable to? the Vietnamese,. or that victory is
itMminent. Now 'the Chine a4 say they are "deeply convinced" .
that the Vietnamese people, ? being "tempered in protracted
revolutionary ware'' will "certainly defeat U . S. imperialist aggres-
scorn, " .The implication. however, is that.viciory is'a long way oft,
and for the .Chinese is a matter of faith (they. are "deeply :convinced"

statement in this .year 1a x~aegsage, that "under the leadership of the
Vietnam Workers' Party, the heroic Vietnamese people. a .with

socialism in taorthern Vietnam... " Clearly the current strategy of
thee. Lao, bong Party 1 a.e?led't9 the: near total destruction of the
"fruits of s.oc.ialism"'. by bringing on the". American bombing cam-
