appreciation for the most generous hospitality and courtesy
extended by the Chinese on the recent visit.

The U. S. Government on November 8 confirmed premature press
stories that with almost all Congressionally approved U. S. military
shipments to Pakistan now completed, there will be no further delivery
of military equipment for the time being. The U. S. Government
wants the Chinese Government to understand the reasons why this step
has been taken. With the pipeline of military items reduced to $3 million
and with the certainty that the U. S. Congress would not authorize any
more funds, it was decided, with the concurrence of the Pakistan
Government, not to complete the remaining shipments. This was done,
in full consultation with the Pakistan Government, to enable the U. S.
Government to make a maximum effort to continue the substantial

by pro-Indian elements to produce a major press sensation for their

The U. S. Government is informing all governments in a similar
position, particularly that of France, that we believe that this action
should not set a precedent elsewhere.
The U. S. Government wishes the Chinese Government to know
that Dr. Kissinger and other senior officials expect to receive the
Pakistan Foreign Secretary in the near future to discuss common
measures after the latter's visit to Peking.
