A somewhat different tssue arises to paragraph 14. The assumption
to wade there that the Chinese can at will increase insurgent pressures
That Government. Is this a correct assumptions? Should we not
rather assume that the Insurgents are doing about as well as they can,
as ;d that building up pressures from, that quarter ould be a fairly tir.^ne-
consuming process' My understanding had been that thus Thai insurgents
increase- the pace of their operations too sharply in 1965!66 - perhaps
at China** bidding . that they suffered the results of tbeir er 1ure, and
that they have boonmaking a sustained effort recently to rebuild their
ee and to proceed more ceuttousty.
