Comment
the USSR
will repeat this year its policy of
active recruitment of demobilized military personnel
for work in key industrial and agricultural enterprises.
In the late summer and autumn of 1954, urgent meas-
ures were taken to recruit demobilized personnel for
these purposes, including extensive publicity in the Mos-
cow and local press, assignment of labor recruiting of-
ficers to demobilization centers, and awarding of special
allowances and privileges to recruited personnel.
Labor recruitment efforts at this time
presumably would apply to any personnel released under
the special demobilization announced by the USSR follow-
ing the Geneva conference, as well as to those conscripts
who will complete their normal terms of service next
month.
The timber industry has consistently
underfulfilled its production plans in past years, and thus
would have a high priority in recruiting labor. (Concurred
