1. As of 31 December 1951, the Chinese Communists planned to use the following
units in their -programs to aid the Vietnamese and Burmese Communists;
a. The 13 Army Group (AG) under CH'EN Man-yuan.1
b. The 15 AG, consisting of the 43, 49, and 53 Armies, 4 Field Army, stationed
in the Indochina-Kwangsi border area. TENG Hua commands the 15 AG.
d. The Yunnan-Kwangsi-rhweichow Border Column, commanded by~CHUANG Tien; and
the Aid Democratic Republic of Vietnam (DRV) Volunteer Unit, formed of
militiamen recruited in Kwangsi, Kwangtung, and Yunnan, to serve as the.
advance guard of the invasion of Indochina and Burma.
c. The 4 AG, consisting of 13, 14, and 15 Armies, stationed at the Yunnan
Burma border to guard against attacks by LI M1:, and to aid the Burma program.
CH'EN Meng commands the 4 AG.
e. The 5 Cavalry Brigade of 8j.500 men; commanded by MA Ju-shan (,,,, to LL) ),
with WANG Cheng-ch'i (1 al; ) as political commissar; and the 8 Cavalry
Brigade of 7,500 men, under the command of SUN Yu-hsun (, 1 ), with
SHIN Min-sui (Ag' ~V ) as political commissar. Both brigades were
formed from the former Nationalist 3 Independent Cavalry Brigade, formerly
under the command of MA Hung-k'uei.
f. The 16 Artillery Regiment of 3,600 men commanded by CH' I Fu-ate
political commissar, HU Wei and the 24 Artillery Regiment of
3,600 men, commanded by LIU Ch'eng-yu political commissar,

3. On 5 December the 361-368 Divisions, two cavalry brigades and two artillery
roz;iments were transferred from the north to CU'Iyan (111-51, 26-35), Hengyang
(112-35,26-56) Chuchou (113-06, 27--53), Yungch'uan (3057, 155?),3 and Tungan
(111-00j, 26-201,in Hunan; and to Hsingan (110-32, 25-39), Chuan-thou (0356, 1558),
Fuju.ng (110-08, -?6-06), an~' : ant'ang (109-01, 22-59) in 1wangsi, where they are
