DIARY NOTES
Executive Director-Comptroller 8 July 1965
1. I met with Paul Borel and discussed the following:
a. I returned to Paul two separate Operations Center SOP's
and asked that they be consolidated and rewritten in a simple format
for presentation to the Director. I see no reason for presenting
two separate SOP's to him, particularly in narrative form.
b. Paul reminded me of Mr. Kirkpatrick's suggestion that I
hold monthly meetings on the status of Project CHIVE. He requested
that I do this in connection with the briefing by the Office of Central
Reference. I agreed, provided that I get to OCR within the next
thirty days.
c. Paul solicited my views on the ADP Committee recom-
mendations. I told him that I had not read this report which I
understand Mr. Kirkpatrick had sent back to the Committee for
restudy. Paul's concern was about the appointment of a CIA
representative on the Documentation Committee. Apparently
John Vance thinks that the representative should be from OCR and
Joe Becker thinks that he should be from the Office of Computer
Services. Paul's point was that if I accepted the Committee's recom-
mendation that a senior officer for computer affairs be on the
immediate staff of the Executive Director-Comptroller, he should
be the CIA representative on the Documentation Committee. Later
in the day I talked with Joe Becker who seemed to believe that not
much more will be accomplished by the Committee if it conducts
further studies between now and 15 September. He asked for some
sort of general policy guidance on further centralization versus
status quo before assembling the ADP Committee again. I said
that I would try to read the report over the weekend and would meet
with him next week. At the moment I am not persuaded that we
should go the centralization route. Even if we should choose to do
so, implementation would probably take at least two and maybe as
long as five years. It is conceivable that the Long-Range Planning
Group may come up with some ideas. Tentatively I am inclined to

say that we will maintain the status quo at least until we see the
results of the Long-Range Planning Group. This is not begging
the question because I doubt that total centralization is for us due
to our security, compartmentation, and geographic dispersion.
At the same time we should be open-minded for new suggestions
which they might have.

2. I spent an hour wit and company discussing the 25X1
following items:
a. We reviewed the Bureau of the Budget's request for a
10-20 percent reduction in Fiscal Year 1967 and we discussed a
list of highest, second and third priorities of the increases requested
over the Fiscal Year 1966 allocation. We agreed on a format for the
briefing notes which should be prepared for the Director, Mr. Helms
and me for our 14 July meeting with the President. These are to be
handed to me by Monday, 12 July, and I have requested an appoint-
ment with the Director and Mr. Helms sometime on Tuesday, the 13th.
b. I agreed that should advise the Bureau of the 25X1
Budget that we could absorb the entire of Vietnam costs 25X1
in Fiscal Year 1965. 25X1
3. Carl Duckett and his people briefed me on FMSAC with which I
was very impressed. Despite their assurances, 1-have some reservation
as to whether they need a full-time Reuters ticker tape (this is small
potatoes, however). More seriously, at the moment they are getting the
entire NSA transmission to CIA whereas only a small part of it is of
interest to them. I exhorted them to find some way to screen this
material so that it would not be necessary for their analysts to read the
whole tape when only about five percent is of interest to them. He assured
me that they were working on this problem.
4. Bob Bannerman reported the following items:
a. The Director spent three hours this
morning, test-fired some weapons, see e enjoy nirnse.~very
much indeed and said that he would be back.

b. He has talked to both Jack Blake and
about the possibility of Jack becoming Deputy Director of
Logistics. Both are enthusiastic. I cautioned Bob not to move
too fast since Dick Helms has specifically requested that no
steps be taken which would remove Jack from DD/S&T pending
solution of the NRO problem.
