In regard to your note of Harch 27, 1973, the arrancement with
Incens quite reasonable to me and probably the most economical
arrangezent that could be made for taking care or the fish on a continuous
basis. IfoveVer, this is primarily a leFal, contractual matter. 1 have
provided copies of tie arranFaments to our contract staff. My only concern
is that the personnel costs do not exceed that stipulated in the negotiated
contract.
Canes I cannot conscientiouely testify that attendance at the Data
Analysiz and Forecasting course will significantly contribute to tae
execution of the contract, I cannot approve expenditure of fueds for that
purpose. The information gained must be directly related to our project,
as opposed to the project area mentioned by lor a general
