S. neutrality laws. T:ee leader of the group was Gerald Patrick HEMMING and Subject, Roy E. HARGAT/ES,� 22, was listed as a member of the band of Cuban invaders. Copy of clipines. attached. IOW Gerald Patrick HEMMING is a figure in GARRISON's investigation. He is an ex-Marine, ooldier-of-fortune, who was the leader of the anti-Castro group called Intercontinental Penetration Force (INTERPEN). His group had no Agency connection but he is known to other Cuban organizations. HILT=E:G was appeoved for an ad hoc contact clearance on 6 March 1961 and was the source of 15 contact reports on Cuba. A list of these reports was furnished the FBI in August 1964. HEMMING is also known as "Jerry PATRICK". Reference revort states that Subject is close to Jose Antonio 17.7STE. jose Zecarias TALL011 Duarte was of interest in June 1968 because of news- paper publicity in connection with the case of Sirhan Bishara accused assassin of Robert KENNEDY. DUARTE said he had argued arid sceffled with SIRHAN on 21 May 1968 at a meeting of the Students for-a Demcertic Society held at the home of Robert and Raquel LEANLE, Colombians, now residing in Hollywood, California. SIRHAN accused DUARTE of being a CIA agent. DUARTE was granted a POA in November 1962 for assessment and contact for possible use .with. Task Force W. This clearance was cancelled_ln July 1963. DUARTE, a Cuban poet and writer, had been a speCiai-adVi-sbr.to'RiUl BOA and a writer for El, MUNDO, Cuban. newspaper. Cuban Power is an auxiliary action group of the Movimiento Insurreccional de Recuperacion Revolucionaria (A1 -R), an anti-Castro organisation of Cuban exiles headrtered in Miami, Florida under the leadership cf Orlando Tfosch AVILA. AVILA uses the pseudonym "Ernesto". On 15 November 1968 he was convicted on five charges of violating the neutrality laws of the U. S. at Miarn.i, Florida. Cuban Power has been responsible for a reez:ber of bom:_ngs and has been under continuing investigation by the FBI. OS records were negative on Pam BARSBY, James V. BARSBY, Robert BA3S-2.Y, Charles WHITTINGTON and Theodore GLOUM. / 9 9 Regarding Lloyd PUT , a report on Mort SAHL from. a Confidential Source of the OS LAFO advised in July 1968 that PULL EN is a local leader of an organization called "Staff" which is a front name for the Minute Een. PULLEN was described as a close associate of Gerald Patrick HEMING. "Jerry" referred to in reference report is 4110 '
