On 23 April, a North Korean power sub-station/ in a valley on the side of a
lmountain in SangjIng-ti (127-34, 40-03) (Clt-7834)1 was tranciretting power from
the Changjin River hydroelectric system to eastern North Korea. The mountain
is adjacent to the highway. connecting T5ksan,-My5n p.2/046, 40-.03) (CV-9534),
east of, the mountain, with Oro-ri (-1277--27, 40-01) Cr-6830)i "Thie area of the
grounds and installation,/ including the substation, two large and fi:teeik
small transformers, and transmitting poles, was apprOximately 4.,200,r0lAng.1
The sub-station, a two-story cempnt balding with a galvanized iron roof,
housed machine parts, transformer oil, and ltnes in the basement and about
five hundred transformers on the first floor* Offices, billets, and a tele-
phone-signal system linked with important power plants pn the Ohangjinl Pukchl6n?
and Hochi6n rivers were on the 06COn4 floor of the buil4ing4. Wo large
transformers/ 4 meters long, 2 Meta wide, and 3 mate rS high; and fifteen
small transformOs? 1 meter long/ 50 centimeters wide/ and 2 Meters high, were
in the station c"mPound. Angle4rions connected the smalltranOtormers. One

2. The sub-station emPloyed sixty perSons, including five women in the telephone-
signaLoffiee. Average monthly Salary at the sUb.station was 11500 North
Korean won; Forty employees were living in-stligleorticirr"etsaPktitilmweiii*b
covering an area of twenty ptyaagy iii-a field immediately' west of the mountain
on which the station stood. '
The station, transformers, and poles, which had never suffered. war damage, and
were in good condition, had been camouflaged with pine branches, leaves, and
other foliage. A barbed wire fence surrounded the compound.

4. Officials at the sub-station included KIM Kan-pae (6855/2704/1014), aged 30 and
an employee of the Sub-station since 1944, director and chairman of the station's
North Korean Labor Party cell; CHIGE Kim-sak (1508/6855/4258)1 aged 29 and an
employee since 19451 assistant director and deputy chairman of the NIP cell;
KIM Fong-chin (6855/7685(6966)1 aged 39 and an employee since 1940, manager;
KIM Chin-salt (6855/2182/4258), aged 37 and an employee since 1940, head of the
transmission section; CH'OE Yong-chun (1508/7893/0193), aged 42 and an
employee since 19421 head of the distribution section; KANG Siing-kyang
(1203/2573/1649), head of the organization section of the NKIT cell; and KIM
Chae-yong? head of the propaganda section of the ce11.2
5. The Sangjing-ni switching station, a single-story brown wood building
distributing power to Kigong-myan (127-29, 40-02) (CV-7132) and Kaply6ng-my6n
(127-31, 40-05) (CV-7438), was across the highway from the sub-station. The
building, 25 meters long, 20 meters wide, and 3 meters high, had a galvanized
iron roof which had been painted black. CHANG Kyang-hwan (1728/2529/3562)1
aged 41, was director, and KIM Chin-sang (6855/3160/2052), aged 35,
assistant director of the switching station.
